## Summary

Celtic Sea Power Limited, a sub-central government public authority based in Hayle, UK, recently completed the "Subsea Soundscape (S3) Procurement" process. Initially conducted through an open procurement procedure, the contracting authority moved to a direct award method due to the technical non-compliance of the received bids. The direct award, valued at £260,000, encompasses equipment supply including hydrophones, CTD sensors, cetacean click train recorders, and acoustic release devices. Contracts have been awarded to multiple suppliers, with scheduled contracts running from 1 May 2025 to 31 July 2025.

This procurement offers significant growth opportunities for SME suppliers of specialised marine equipment. Businesses specialising in laboratory, optical, and precision equipment, particularly those capable of providing advanced acoustic and tracking technologies, would be well-positioned to compete in future tenders. Suppliers with a strong commitment to technical excellence and interoperability standards stand to benefit from engaging with public authorities like Celtic Sea Power, who are driving innovation in marine renewable energy sectors.

## Notice

Following an Open Procurement Procedure and on conclusion of the evaluation of all received tenders, the contracting authority was unable to award the contract due to the fact that none of the bidders met the technical requirements set out in the ITT and due to concerns re: interoperability there was no alternative but to terminate the procurement.
