## Summary

Sandwell Metropolitan Borough Council recently completed the procurement process for a Community Tennis Programme in Sandwell Parks, which will run from June 2025 to March 2028. This process, conducted under an open competition procurement method, was aimed at appointing a qualified operator to manage tennis facilities at Redhouse, Britannia, and Brunswick Parks. The tender, categorised under sports-event organisation services, included refurbishments funded by the Lawn Tennis Association. This initiative not only enhances local facilities but invites commercial bookings from the newly appointed operator, We Do Tennis C.I.C. The contractual agreement includes an annual fee to the Council to maintain these facilities for long-term sustainability.

This tender offers significant opportunities for businesses, particularly those with expertise in sports event management and community-oriented programmes. SMEs like We Do Tennis C.I.C., who succeeded in securing the contract, stand to benefit greatly by expanding their service offerings in partnership with public authorities. The engagement allows such businesses to leverage existing networks and introduce innovative coaching and booking systems tailored to community needs. This opportunity is ideal for businesses looking to establish a foothold in local public sector contracts and demonstrate their commitment to community enrichment through sports and recreation.

## Notice

Sandwell Metropolitan Borough Council sought to appoint a suitably qualified and experienced operator to manage 3 of its park tennis court facilities, including the provision of a welcoming and accessible community tennis programme. Sandwell Council has benefitted from grant funding from the Lawn Tennis Association (LTA) to refurbish the existing tennis courts at: - Redhouse Park (5 courts) - Britannia Park (2 Courts) - Brunswick Park (4 courts) The works have included re-surfacing, re-lining, fencing repairs, new nets and the installation of remote access gates / keypads. As part of the LTA grant funding and subsequent Cabinet approval, the Council is seeking to adopt a new approach to the operation and usage of these courts. This will allow a specialist community tennis operator to take commercial bookings and implement a coaching programme suitable for and in line local community needs. The operator is required to make an annual payment to the Council (for the benefit of operating the courts) which will be used to ensure the long-term ongoing maintenance and sustainability of the 3 sites which may include court resurfacing and replacing / renewing perimeter fences when required.
