## Summary

Jisc, a public authority within the sub-central government sector, has completed a procurement process for a report on quantifying the technical debt in the UK higher education sector. The direct procurement method, conducted without competition due to being below threshold, was finalised with the contract awarded to TPXimpact Ltd. The project, identified as Proc2803b, involved developing financial evidence for collaborative efficiencies in digital, data, and technology infrastructure across teaching, learning, research, innovation, and corporate management systems. Key project dates include the contract start on 9th April 2025, with completion expected by 15th August 2025. The contract is valued at £156,425, grossing £187,710.

This tender presents significant opportunities for businesses specialising in education and training services, specifically those with expertise in digital infrastructure analysis and financial modelling within the higher education sector. Companies capable of collaborating with educational institutions to derive actionable, cost-effective solutions for technical debt management would particularly benefit from this procurement. Given the project's focus on efficiency and transformative outcomes, businesses with a strong track record in innovative and scalable solutions for the education sector could leverage this opportunity to expand their market presence and contribute to significant sector-wide improvements.

## Notice

Jisc has appointed a consultancy to carry out the following: * Develop an approach to costing the technical debt of the current digital, data and technology infrastructure across teaching and learning, research and innovation and corporate management systems * Work closely and confidentially with a small group of representative higher education institutions to establish and test the approach (though Jisc isn't opposed to working with a larger group if it is feasible within the time and cost constraints of the project). * Participation and engagement will be supported by the UUK transformation and efficiency programme and Jisc's membership * Derive evidence to be able to identify the costs of maintaining the status quo, both capital and recurrent and * Develop a model for costing technical debt to enable institutions to derive pragmatic and credible evidence for investment in new and significant collaborative efficiencies across the HEI landscape.
