## Summary

The Department for Transport has completed the award stage of the tender titled "MAIB VDR Support Services," situated within the database management system sector. This procurement involves the development and support of the Marine Accident Investigation Branch (MAIB) Voyage Data Recorder (VDR) facility, with services provided by Avenca. The contract, aimed at enhancing MAIB's technological capabilities for data analysis and maintenance, was signed on 15th April 2025. The procurement method was limited, and the choice was driven by the need to maintain ongoing support without prior publication, reflecting the specialised nature of the contract and its critical role in accident investigation.

This tender presents significant opportunities for businesses involved in database management and marine accident analysis services. Companies with expertise in VDR technology and web-based data hosting are particularly well-suited to compete. The partnership between MAIB and Avenca, established since 2005, underscores the importance of specialised knowledge and continuity in providing these services. Businesses capable of offering innovative solutions and maintaining high technical standards may find substantial growth potential through similar future collaborations. Being a supplier in this domain can bolster a company's credibility and open doors to further government contracts and international collaborations.

### Procurement Information

To maintain the existing technological capabilities of the MAIB to lead in this area throughout Europe and the rest of the world, providing support and training to other accident administrations, not least including its commitment to support MAIIF, it is vital that MAIB continues the ongoing development of its VDR Resource. This website hosts the in-depth technical information to support the preservation, recovery and analysis of data and information from a vessel's Voyage Data Recorder following and accident or incident. The Website has been developed by Avenca working closely with the MAIB Technical Team. The exact detail of future development has been incorporated into the proposal attached, submitted following a meeting with Avenca. Failure to enhance the existing capabilities will lead to a degradation of the quality of MAIB accident investigation reports and affect the core objectives of the branch to determine cause and make recommendations to the industry as a whole. The international body MAIIF also take an interest in the work of the MAIB in this field and call upon the MAIB to undertake training and provide VDR information via its VDR Resource Website to subscribed member administrations. At the 2011 general meeting MAIIF agreed to fund MAIB to the sum of PS8000 for this to continue. This will be recovered by the MAIB against this STA contract. The VDR Analysis and Support and Facilities Maintenance element gives support to not only VDR replay but support and updates of the Marine Accident Data Analysis Suite (MADAS). The MAIB in conjunction with the National Transport Safety Board contracted AVENCA to develop a comparative analysis tool to enable the replay of data from all models of Voyage Data Recorder. This partnership has been in place since 2005 and AVENCA through support contracts from the other 14 national accident investigation bodies that have purchased MADAS, and the four commercial companies, continue to support and develop new annual enhancements that all parties are entitled too. AVENCAS hold the intellectual property writes for MADAS and there is no other such analysis tool available, nor any other commercial company worldwide that has the knowledge and experience of VDR data recovery and analysis.
