## Summary

The Mid and South Essex Integrated Care Board (MSE ICB) has formally awarded a contract under the Health Care Services Provider Selection Regime (PSR) for Level 2b Neuro Rehabilitation Beds, designed to ensure continuity of service and the safety of patients undergoing rehabilitation. This procurement, classified under rehabilitation hospital services (CPV 85111400), was carried out using a direct award process C (DAP C) to benefit from commercially favourable rates and to provide value for money to the NHS. Scheduled to run from 1st April 2025 to 31st March 2026, the contract covers services across regions such as Ely and St Neots in Cambridgeshire. The award was concluded on 28th January 2025, following a thorough evaluation where quality and integration criteria received greater weighting.

This tender presents substantial growth opportunities for businesses specialising in neuro-rehabilitation services, particularly those with a proven track record of delivering high-quality clinical outcomes and efficient discharge processes. The market for Level 2b neurological rehabilitation in the East of England is notably competitive, offering a lucrative prospect for well-established providers such as small and medium-sized enterprises (SMEs) like Fen House and The Marbrook Centre, who have been awarded portions of the contract. Businesses that can demonstrate excellence in service provision, integration, and collaboration while meeting social value needs are well-positioned to succeed in this procurement environment. This opportunity is particularly relevant for providers looking to expand their market presence in specialised healthcare services within the region.

## Notice

The ICB has an intention to award a contract to an existing provider , under the Provider Selection Regime DAP C process to provide for continuity of service and safety of patients undergoing rehabilitation. There are limited Level 2b neurological rehabilitation providers within the East of England, meaning that the beds at these units are highly sought after, with competition from neighbouring ICBs (who currently are charged a higher spot purchase rate than the above MSE ICB spot purchase rate). The award is required in order for MSE ICB to continue to receive the commercially beneficial rates for placements and provide Value for Money to the NHS. The provider is doing a good job and the ICB believes that it will continue to so for the residents of MSE ICB to access specialist and quality neurological rehabilitation services from providers who are known to deliver good clinical outcomes in the population, and have demonstrated excellent ability to engage in timely discharge processes, supporting the 8-12 week pathway and facilitating flow through acute beds into specialist rehabilitation. The contract is for one year from 1st April 2025- 31st March 2026 and indicative spend across the two providers is PS898,897 based on 100% bed capacity in each.
