## Summary

The procurement process for the redevelopment of the St George's Leisure Centre in London has been completed. The London Borough of Tower Hamlets led the initiative to identify a single Principal Contractor for this major construction project. Guildmore Ltd has been awarded the contract to undertake the demolition of the existing leisure centre, complete design (RIBA Stage 4), and construct a new leisure facility and an 8-storey residential building. The procurement followed an open and competitive flexible procedure, with a contract value of £60 million net (£72 million gross). The contract period is from 1st May 2026 to 30th April 2029. The industry category is construction work, and the location is within the UKI region. Key procurement details include the award date of 8th April 2026, with a pending award stage set to conclude by 17th April 2026.

This tender provides substantial opportunities for businesses involved in construction, particularly those specialising in large-scale urban development projects. Companies experienced in delivering leisure facilities and residential buildings are well-suited for such projects. With its focus on major structural work and architectural development, the project presents an excellent avenue for businesses seeking to expand their footprint in municipal construction and public housing developments. The successful bidder, Guildmore Ltd, will engage in extensive design, construction, and landscaping, requiring collaboration with various subcontractors and suppliers, presenting further opportunities for other businesses in the supply chain.

## Notice

Tender for a single Principal Contractor to deliver the demolition of the existing St George's Leisure Centre and other associated structures; complete the design (RIBA Stage 4) and associated surveys; and construct a new build leisure facility and an 8-storey residential building delivering 29 new homes, with associated landscaping and public realm improvements.

### Planning Information

Interested parties are required to register their interest through the London Tender portal (https://www.londontenders.org/). Engagement will take the form of two opportunities as follows:
1 - For those parties with a turnover greater than £30m, you are requested to submit a case study demonstrating your experience of a comparable project by 30/04/2025. Case studies will be reviewed by the Council and the most appropriate 10 organisations will be invited to a maximum one hour one-to-one session with Council staff on 6th or 7th May. For absolute clarity, attendance at these sessions is entirely at the discretion of the Council. The purpose of this session will be to discuss the Council's plans and assumptions made and to gather feedback on the project.
2 - For those parties with a turnover less than £30m, or who do not have comparable project experience, the Council will be holding a single group session later in the year in order to provide information on the project and raise awareness of potential supply chain opportunities. The Council hopes that interested parties will attend this event in order to make themselves known to the main Contractor and gain knowledge on work packages which they may be able to assist with.
There is no requirement for Contractors to be involved in the market engagement, and this will have no bearing on any future tender opportunities. Any responses to future tender opportunities will be evaluated independently of any involvement, or not, in the market engagement.
