## Summary

Bracknell Forest Borough Council is preparing for a procurement process for its Environmental Services Contract, which encompasses waste collection, street cleansing, grounds maintenance, and town centre cleaning. The procurement is anticipated to commence in June 2026, with a contract start date set for 1 October 2028. The services will be divided into three Lots, but may be consolidated into a single contract if one supplier secures multiple Lots. Located in the UKJ11 region, the procurement is still in the planning stage with market engagement activities scheduled. Important dates for prospective suppliers include deadlines for booking supplier information sessions and depot tours by the end of October and November 2025, respectively. These initiatives aim to inform potential suppliers ahead of the formal tender process.

This procurement offers substantial opportunities for businesses, particularly those experienced in service provision within the waste management and environmental maintenance sectors. With a contract value estimated at up to £222 million over potentially 16 years, companies with expertise in street-cleaning, refuse collection, and grounds maintenance will find this an attractive prospect. The opportunity is particularly suited to SMEs that can demonstrate capabilities in handling statutory services and a commitment to environmental objectives, such as enhancing biodiversity and meeting waste recycling targets. Businesses looking to expand within the public sector service landscape in the United Kingdom are well-positioned to benefit from participating in this venture.

## Notice

Environmental services contract for Bracknell Forest Council. It is anticipated to consist of 3 'Lots': * Lot 1: Waste Collection * Lot 2: Street Cleansing and Grounds Maintenance (including Tree Management) * Lot 3: Town Centre (the Lexicon) Cleansing Even though it is anticipated that the procurement will be split into 'Lots', the Council will have the option to combine multiple 'Lots' into a single contract if a supplier wins multiple 'Lots'. Waste collection is a statutory service and it also supports the Council Plan in the green and sustainable environment objectives of getting residents recycling correctly and helping towards meeting recycling and landfill reduction targets. Street cleansing and grounds maintenance are part statutory; they both support the duty of the Highway Authority to maintain a safe highway network. Both services also support the duty of the local authority to maintain a clean environment which is a statutory duty under the Environmental Protection Act 1990. The grounds maintenance service does also support the Council's work on improving biodiversity on grassed areas such as roadside nature reserves and in managed meadow grass areas. These fulfil objectives in the Council's Biodiversity Action Plan and the Bracknell Forest Local Plan 2020-2037. Anticipated contract(s) start date: 01/10/2028. Anticipated term of contract(s): 8 years with the option to extend for up to a further 8 years.
