## Summary

Leicester City Council has awarded a contract titled "FEW1508 - Turning Point Additional Services 25-26" to Turning Point (Services) Limited. This contract, valued at £3,487,747, pertains to rehabilitation services and falls under the healthcare services category. It was awarded under the Provider Selection Regime (PSR) Direct Award Option A, with the contract duration spanning from 1 April 2025 to 31 March 2026. Located in Leicester, the procurement did not involve a prior publication call for competition, using a limited procurement method due to its specific requirements outside the directive's scope. This award represents a continuation of previously established services aiming to enhance drug and alcohol rehabilitation efforts in the region.

This procurement provides opportunities for businesses specializing in healthcare services, particularly those with expertise in substance misuse therapy and rehabilitation support. Given the specificity of the requirements and the already embedded nature of the services, this opportunity is particularly suited for large organisations with an established presence and capabilities in delivering integrated substance use services. Companies able to build upon existing frameworks with extensive local knowledge and community links can potentially leverage similar contracts to expand their service offerings and reinforce their market position within public health initiatives. However, businesses should note the potential challenges of stepping into this niche sector without pre-existing infrastructure and relationships, which is crucial for seamless service continuation.

## Notice

This contract has been awarded under PSR Direct Award Option A. This contract encompasses 3 broad elements that support the overarching drug and alcohol strategy and aims of the OHID DATRIG funding. All elements are a continuation of work already taking place in 24-25. All elements are well embedded with the main Specialist Substance Misuse Service provider in the city - Turning Point. The ask is to approve award of this contract for additional supporting services through PSR Process A. * The funding is supporting existing treatment services to increase scope, coverage, and output. The existing provider of integrated substance use services in the city is known, the additional grant funded work this request is a continuation of work is already well embedded, and no other provider is positioned with the workforce and links to deliver this work. * The agreement covers additional posts to support existing work and initiatives already active in Turning Point and requires the staff to be employed by the holders of the core contract. The staff are already employed, embedded, and the processes, links, and relationships are mature. * A key aspect of the funding purpose is linking in and bolstering the existing service. However, even if it were possible for another organisation to have capability to do this work then the mobilisation / transition / recruitment time, required funding to setup the local services and links, and disruption to existing processes would make this uneconomical and lead to negative impacts locally anyway. The provider is unmatched in terms of ability to deliver.
