## Summary

Leicester City Council has completed the tender process for the re-commissioning of its "Participation Service" project, which is designed to enhance involvement in adult social care decision-making. Located in Leicester, the contract falls under the "Health and social work services" category, bearing the classification number 85000000. The procurement process followed a "below-threshold, limited competition" method as per the Procurement Act 2023, under a light-touch regime. The service aims to involve individuals with lived experiences alongside social care workers in decision-making processes. Mosaic 1988 Ltd was awarded the contract, valued at £311,556 gross, on 20th April 2026. The contract, which began on the same date, runs until 19th April 2029, with an option for extension up to 24 months.

This tender presents significant opportunities for businesses specialising in or looking to expand into the health and social work services sector. Particularly, small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) may find this contract appealing since it emphasises expertise by experience as a critical component. The targeted procurement approach favours businesses ready to engage in partnerships focused on community and social impact. This award is a robust opportunity for SMEs and VCSEs interested in visible and participatory roles within public service delivery to solidify or enhance their presence in the public sector marketplace.
