## Summary

Derby City Council, a public authority under sub-central government, has recently completed the procurement process for the provision of Mangar Lifting Equipment and subsequent training and maintenance services. This initiative, under the direct procurement method, was legally concluded on 13th May 2025, and the contract was awarded to Mangar International Limited. The project, part of the NHS Derby & Derbyshire Integrated Care Board’s (ICB) "Enhanced Health in Care Homes" programme, covers services for care homes in the UKF11 region. It aims to improve the competence of care providers in supporting residents who have fallen, with the contract active from 14th May 2025 to 13th May 2028. The procurement was concluded with a direct award due to the specific technical requirements provided by the named supplier, Winncare, which offers bespoke training and maintenance support.

Small to medium enterprises (SMEs) like Mangar International Limited can leverage this platform for growth by providing tailored solutions and enhancing their partnerships with public health organisations. The contract also emphasizes the importance of technical capabilities and direct collaboration with established healthcare programmes, suggesting that businesses with a strong focus on innovation and specialized offerings in medical equipment will find similar opportunities favourable.

## Notice

NHS Derby & Derbyshire Integrated Care Board (ICB) through the delivery programme of 'Enhanced Health in Care Homes', have commissioned the Council's Carelink service to host a dedicated care homes falls support team, to work with care providers to improve competence in supporting residents who have fallen. This also includes the provision of specialist lifting equipment (the Mangar lifting cushion). The ICB have funded both the team and the equipment, however the budget has been passed to Derby City Council to manage the whole process. There is a formal arrangement between ICB and Derby City Council to procure equipment through Derby City Council's procurement channels to ensure direct control over stock levels and purchasing volumes throughout the course of the 12-month project. The agreement in place between ICB and Derby City Council specifies the named supplier of the lifting equipment, which is Winncare. Winncare UK are the manufacturer of the Mangar lifting cushion and rather than sourcing it from an individual supplier by procuring through an open procurement process we believe it is more cost-effective to procure it directly from Winncare. In addition, Winncare are able to offer bespoke training and maintenance of the equipment that other suppliers do not. Winncare themselves have supported the development of this care homes falls programme of work and are a partner to the NHS. The NHS-led and multiagency Enhanced Health in Care Homes programme has been awarded PS0.565m of non-recurrent funding part of which will be utilised to fund this contract.

The aim is to reduce the number of hospital convenances and admissions to hospital This will also include training of employees on how to use the cushions and also 3 years ongoing maintenance of the equipment The agreement with the NHS ICB specifies the use of this particular supplier as they are the manufacturer of the equipment and provide training and annual maintenance which other providers cannot undertake
