The Authority proposes to enter into a contract with the above-named supplier "Jeppesen UK Limited" on a single source basis in accordance with paragraph 6 of Schedule 5 to the Procurement Act 2023 as competition is absent for technical reasons. To meet the Authority's requirement, the software to be purchased has to be compatible with the existing Jeppesen Foreflight Despatch software. The currently used Jeppesen Foreflight Despatch software is a unified flight planning and collaboration hub which optimises flight planning and bridges the gap between flight planners and pilots. This is embedded across the Air Mobility operation and runs on Jeppesen systems that are not capable of integrating with software from a third party. The interoperability between the Foreflight Despatch software and potential EFB software is critical for pilots to receive real time updates to flight paths, weather conditions and other essential data whilst in the air. The Jeppesen EFB software has the widest coverage of global aeronautical information. The consequence of having a different model would result in an unacceptable reduction in operational effectiveness and safety, there would be an increase costs.
