## Summary

Reading Borough Council has completed the procurement process for a Supported Living Framework focused on social work services with and without accommodation and complex needs in the Reading area. The procurement process adhered to the Procurement Act 2023 using a Light Touch approach and comprised three specific lots: Supported Living (Accommodation-Based), Community Support, and Complex Needs. The first lot, without a cap on suppliers, is related to accommodation-based services, while the second lot involves community support limiting up to five suppliers. The third lot addresses complex needs requiring unique specialisms. The framework, set to replace the existing one on 31 March 2026, emphasises collaboration, health, and stable staffing. The completion of these stages signifies the transition from planning to contract award, starting on 1 April 2026, and the framework may extend for five additional years subject to satisfactory performance and strategic alignment.

This Supported Living Framework presents substantial opportunities for service providers skilled in social work, healthcare, and accommodation services. Businesses specialising in accommodation-based services can leverage Lot 1 for growth, as there is no cap on suppliers. Lot 2 and Lot 3 offer targeted growth prospects for top performers in community support and complex needs services, respectively. Suitable for small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs), the framework encourages innovation, co-production, and the introduction of pathways through services to assist individuals in achieving greater independence. Providers dedicated to high-quality and innovative service delivery, with comprehensive staff training, housing resources and oversight, and development plans, will be well-positioned to benefit from this framework and contribute to Reading’s aspirations for supported living services.

## Notice

This Procurement is being conducted in accordance with the Procurement Act 2023 using the Light Touch process to establish a Supported Living Framework (SLF). The design of the framework incorporates the flexibility to add new services in response to any arising needs across 3 specific lots for the duration of the framework. Details of these possible additional service requirements can be found in each specification under the clause for modification and variations. The Framework includes 3 specific Lots, as described below: Lot 1 - Supported Living (Accommodation-Based). This is an accommodation-based lot where the Individual would have a separate contract for their tenancy, the property is usually sourced by the care provider. Please note there will be no cap on the number of qualifying suppliers for this particular Lot. Lot 2 - Community Support. This lot involves supporting an individual from their own home, which could be their own property, rented accommodation or living with family or friends. The provider would not source the accommodation. Please note this particular lot will be limited up to a maximum of the 5 qualifying suppliers who exceed the set scoring threshold. These will be the 5 highest scoring suppliers during the tender qualitative award process. This Lot requires a minimum of 3 suppliers to operate, but the Council reserves the right to amend the minimum threshold where this is considered necessary to achieve the minimum level required. Lot 3 - Complex Needs. This Lot could be either a Lot 1 Accommodation-Based Service or a Lot 2 Community Support Service; however, the Individual's needs are of such a complexity that they exceed Lot 1 and 2's capabilities and require a provider with additional resources and specialisms. Please note there will be no cap on the number of suppliers for this particular Lot. All suppliers are required to indicate in their application to join the framework which Lots within the framework they are applying to join. Please see the Framework Specific Questionnaire. This Supported Living Framework will seamlessly replace the existing framework which is due to expire on 31 March 2026. The new framework will seek to address gaps in the market and areas where improvement is required. These include: Services that support complex needs. Community Support options, particularly for those with care packages for minimal hours per week. Self-contained accommodation options for Individuals who struggle to share facilities. Move on options and pathways through the service to support people to greater independence. Transition services for young adults. ### Lot Information

Lot 1 - Supported Living (Accommodation-Based)

This is an accommodation-based lot where the Individual would have a separate contract for their tenancy, the property is usually sourced by the care provider. Please note there will be no cap on the number of qualifying suppliers for this particular Lot.

Renewal: The Council believes that 5 years plus up to 5 years is an appropriate and proportionate model for the type of services being commissioned and the wider supported living market. This duration will help in fostering productive relationships with suppliers; will help to ensure that competition and value for money are maintained over time and will also enable the Council to focus on innovation and continuous improvement whilst creating a less potentially disruptive impact on Individuals who use the Service.

Lot 2 - Community Support

This lot involves supporting an individual from their own home, which could be their own property, rented accommodation or living with family or friends. The provider would not source the accommodation. Please note this particular lot will be limited up to a maximum of the 5 qualifying suppliers who exceed the set scoring threshold. These will be the 5 highest scoring suppliers during the tender qualitative award process.
