## Summary

Gloucestershire County Council has completed the award stage for the Gloucestershire Holiday Activities and Food Programme (HAF), under the health and social work services sector. This procurement focuses on providing activities and food for children eligible for Free School Meals during school holidays. The projects are regionally distributed across locations such as Gloucester City, Cheltenham Borough, and others in the UKK1 region. The contract extension's value is estimated at £1,700,000, to accommodate necessary additional services from existing suppliers within a framework agreement that follows a negotiated procedure without prior competition due to technical reasons and potential economic inconvenience.

This procurement process presents significant opportunities for businesses that specialise in delivering educational and social services. Companies positioned to provide district leadership, activity coordination, or specialist services for Special Educational Needs and Disabilities (SEND) can benefit from this initiative. Both larger organisations and SMEs across the region can apply to join the framework agreement during the extension, subject to assessment periods aligned with the HAF seasonal calendar, thus allowing a diverse range of businesses to contribute to and grow through this community-centred initiative.

### Procurement Information

VEAT Type of procedure - Negotiated without a prior call for competition (Additional deliveries by the original suppliers) The Council is proposing to enter into this framework agreement extension with the incumbent framework providers following a period of 10 days from the date of publication of this notice in reliance upon Regulation 72(1)(b) of the Public Contracts Regulations 2015. This is on the basis that the incumbent framework providers are likely to be required to deliver additional services that have become necessary and where a change of provider cannot be made for economic or technical reasons, would cause significant inconvenience or a substantial duplication of costs for the Council. The increase in contract price does not exceed 50% of the each of the original framework agreements' value. The original framework agreement value was approximately PS4,5000,000 for a term of three years. The estimated value of the framework agreement extension is PS1,7000,000. In addition, this framework agreement is subject to the light-touch regime and therefore during the extension term, new providers who are interested in providing HAF activities during 2025-2026 are able to apply to join in accordance with the framework agreement's operating rules.
