## Summary

The Ministry of Defence (MOD), located in Bristol, UK, has completed the award stage for the "Advanced Mission Planning Aid" contract, which serves the aviation ground support software development services sector. This procurement process involved the limited method of negotiation without prior publication of a contract notice. The contract, valued at £668,015.68, was signed on 25 April 2025 and involves a service location across the UK. The contract supports a ground-based mission planning system crucial for mission planning, rehearsal, and debriefing for various aircraft types. The requirement is gradually de-scoped as platforms are phased out of service, reflecting its dynamic nature in alignment with MOD's operational needs until the end of the current contract, 31 March 2026.

This tender presents substantial growth opportunities for large-scale businesses skilled in providing complex aviation support systems, especially those already equipped with certifications from bodies such as the Military Aviation Authority (MAA). Enterprises like DXC Technology, which currently holds the contract, benefit from continued involvement as their accredited Design Organisation status mitigates air safety risks associated with the Advanced Mission Planning Aid. This contract is a promising avenue for those capable of delivering specialised post-design services and design organisation support, ensuring compliance with regulatory requirements, and enhancing their market presence in the defence sector.

## Notice

The Advanced Mission Planning Aid (AMPA) is a ground based Mission Planning System (MPS) providing computerised support to Typhoon, Hercules, Storm Shadow, Hawk TMk1 and Hawk TMk2 aircrew and operational analysts for mission planning, rehearsal and debriefing. As a system affecting air safety, it is required to comply with the relevant Military Aviation Authority (MAA) Regulatory Articles (RA).. The Contract will see a gradual de-scoping of the requirement as platforms are made out of service.

### Lot Information

Lot 1

(nature and quantity of works, supplies or services or indication of needs and requirements) The Contract provides support to the Advanced Mission Planning Aid is a ground-based computer system used by Typhoon, Hawk TMk1 and TMk2 aircrew, and Storm Shadow analysts to plan, rehearse and debrief missions. It's a planning system used pre-mission to calculate optimum routes, performance data (e.g. fuel burn), weapon release points, parachute drop points and post-mission to debrief/analyse the flown sortie. The Contract will see a gradual de-scoping of the requirement as platforms are made out of service.

### Procurement Information

The C2 Targeting Navigations and Communications Team (C2TNC DT), part of the Ministry of Defence ("the Authority"), intends to enter into a one-year option contract extension with DXC for the Advanced Mission Planning Aid (AMPA) ("the Contract"). The AMPA In-Service Support (ISS) contract provides Design Organisation support and Post Design Services for the 3 variants which because of their commonality realises an economy of scale benefit. Due to mission data generated by AMPA being referenced when airborne, the system is deemed to impact air safety and the supplier, DXC Technology, is required to be accredited by the Military Aviation Authority (MAA) as a Design Organisation (DO). It is not believed that any other MoD MPS provider currently holds this certification. The original AMPA ISS included 2+1-year support for Hawk TMk1 and Typhoon so providing cover until 31 Mar 2025, but the delays and continuing uncertainty require this is extended to 2+2 years which will align with the end of the current contract which is 31 March 2026. A change of supplier is not practical as it would introduce significant technical and assurance issues for a mission critical capability affecting air safety without offering any performance, time, cost, or operational benefit. The Authority has determined that this is Single source contract is excluded from DSPCR under Regulation 6(3A) (b) of the DSPR 2011.
