## Summary

Westminster City Council has awarded a contract to Willmott Dixon Construction to serve as the main contractor for completing the Torridon House project, located in the Maida Vale Ward, north Westminster. This tender falls under the industry category of "Construction work for houses" and is part of the Council’s Package B development sites. The procurement process was facilitated through the Southern Construction Framework, utilising a limited procurement method due to the urgent need to replace the previous contractor following their insolvency. The contract, valued at approximately £7,235,573, was signed on 6th January 2025 and is set to last for 12 months starting December 2024, enabling the completion of 21 social rent homes.

This procurement presents significant growth opportunities for businesses in the construction sector, particularly those with expertise in residential development and social housing projects. The direct award process highlights the importance of demonstrating reliability and specialised experience in handling large-scale construction undertakings. Companies that can showcase proven capabilities in overcoming project disruptions and swiftly resuming construction activities to meet tight deadlines would be well-suited to compete in similar tenders, thereby expanding their portfolio and strengthening their presence in public sector projects.

### Procurement Information

The call-off via SCF framework allows for a direct award process where there is a demonstrable advantage for the contracting authority to award its project to a particular supplier, for example in providing continuation of a particular supplier's site team or setup from another project, a particular experience or specialism that is only available within a particular supplier, or a service only available via that supplier, that satisfies the needs of the contracting authority and represents best value. It is also possible to use the Direct Award option where there is an urgent programme requirement which does not allow sufficient time to carry out a Mini Competition.
