## Summary

Norfolk County Council is currently in the tender stage of a procurement process titled "Open Framework Agreement for the Provision of Traffic Surveys." This initiative seeks to establish a framework with multiple suppliers to conduct traffic surveys, aimed at monitoring changes to the transport network and evaluating intervention impacts. The procurement involves an open procedure and falls under the services category. Key regions for service delivery include areas within the UKH15, UKH16, and UKH17 regions. Relevant deadlines include the end of the tender period on 17th November 2025 and the award period concluding on 10th December 2025. The framework agreement, which is subject to Section 49 of the Procurement Act 2023, has an estimated value of up to £960,000 over its lifetime but does not guarantee the volume or value of work.

This tender presents substantial opportunities for businesses specialising in road traffic-control equipment, traffic-monitoring equipment, and related services. Companies well-suited to compete in this process include those that can handle competitive frameworks and possess the capacity to participate in either direct awards or further competitions. The potential for growth within these contracts can be realised through repeat business over the framework's duration, as well as opportunities in competitive re-openings. Small and medium enterprises (SMEs) are particularly encouraged to participate given their suitability criteria. Interested parties should ensure they are registered on Norfolk County Council's e-procurement system to engage in the tender process.
