The Council intends to achieve this primarily by delivering the services in-house, although there is a need to commission 6 wards where no Council premises are available to run the service, to ensure there is an accessible universal provision available in all borough wards. Improving services for young people is a key priority in The Tower Hamlets Young Tower Hamlets Strategy 2025-2027. There has been significant investment in the Young Tower Hamlets, to transform the level of support available to children and young people so that they are given the best start in life and have easy access to opportunities to fulfil their potential. The Council's ambition to have youth service provision at ward level is a step towards achieving this vison, as centre-based youth work is recognised to significantly contribute to curricular goals such as health and wellbeing. The commissioned Universal Ward Based Youth Activity provision will seek to provide youth centre provision in the specialist wards currently lacking in-house delivery. It will support young people aged 11-19 (up to age 25 with SEN) with access to free, accessible, high quality and well publicised positive activities which embed the Service's commitment to promoting healthy living and provides safe, yet challenging spaces for personal and social development. ### Lot Information Spitalfields and Bangla Town Ward Lot 1 - Spitalfields and Bangla Town Ward This Contract for the provision of commissioned YTH Universal Youth Ward Based Service requires the Provider to offer young people aged 11-19 (and up to 25 for those with SEND) free, accessible and high quality positive activities. These activities must reflect the Service's commitment to promoting healthy lifestyles and provide safe, supportive and appropriately challenging environments that enable personal and social development. Centre based youth work plays a key role in supporting wider developmental outcomes, including health and wellbeing. Under this contract, Providers must deliver a programme of activities that helps young people build confidence, develop new skills, enjoy a safe space to socialise, and take an active role in shaping their own programme. In addition to centre-based delivery, Providers are expected to incorporate virtual sessions as well as outreach sessions within the local community as part of a flexible and responsive universal offer. The YTH commissioned model is intentionally designed to align with and strengthen the wider Young Tower Hamlets service, creating a coherent and consistent universal youth offer across all wards. By combining inhouse delivery with commissioned provision, the Council seeks to extend reach, replicate high quality practice, and ensure that every locality benefits from strong, experienced youth organisations rooted in their communities.
