## Summary

The Northern Ireland Housing Executive is in the planning stage of a procurement process under the UK's devolved Northern Irish regulations. The project, titled "Response Maintenance (Open Framework)," pertains to the construction and repair industry, encompassing a broad range of services such as maintenance, civil engineering, asbestos removal, and fire safety works. Situated in the UK region, this procurement aims to establish an open framework scheme with an initial call-off contract expected to be awarded in the first quarter of 2026. A key market engagement was conducted on 27th March 2024, and future notices are anticipated to be released by November 2025, as the process approaches its tender phase. Businesses should mark the communication date of 3rd November 2025 as when further tender details are expected to be shared.

This tender presents a significant opportunity for businesses specialising in the construction and maintenance sectors, especially those experienced in responsive maintenance and civil engineering, as it includes a diverse array of services. The framework agreement could provide consistent work over a long period, running from April 2026 to April 2034. Small and medium enterprises (SMEs) are particularly encouraged to participate, as there is suitability for these entities within the procurement strategy. Businesses adept in responsive and emergency maintenance services on a 24/7 basis will find this opportunity particularly beneficial for growth, owing to the comprehensive nature of the maintenance and construction tasks involved. Potential suppliers should prepare by participating in further market engagement activities and monitoring for the release of tender documents.

### Planning Information

We held a Construction Industry Engagement Event at the Dunsilly Hotel in Antrim on 27th March 2024. We communicated, among other things, our intention to award a Framework for Response Maintenance. We then offered attendees an opportunity to book a one-to-one dialogue session with our procurement team.
One to one meetings were held with interested suppliers throughout 2024. These sessions provided a secure environment for suppliers to share their experiences of working on our Response Maintenance (and other) contracts.
We will shortly be commencing a major review of our response maintenance requirement. During this time, we plan to award an Open Framework Scheme and initial Call Off contracts, which may reflect some of the feedback obtained during the one-to-one dialogue sessions.
It is anticipated that the Open Framework Scheme in November/December 2025 with the first Framework in the series awarded in March/April 2026. The initial call off contracts are anticipated to be awarded thereafter (in quarter 1 of the next financial year).
We may undertake further market engagement sessions which may be subject to the publication of a separate Preliminary Market Engagement Notice(s)
