## Summary

Mansfield District Council, in collaboration with Nottinghamshire County Council, recently concluded a public procurement process for the refurbishment of the Four Seasons Multi-Storey Car Park in Mansfield. Classified under the construction industry category, this project aimed to address structural repairs and enhancements for long-term durability. The process involved an open competition procurement method, following the revision of project budgets, which attracted various bids. The contract was officially awarded to Cemplas Waterproofing & Concrete Repairs Limited for a period starting from 2nd January 2026 to 3rd January 2028. Nottinghamshire County Council served as the procuring entity for this project, providing procurement services to Mansfield District Council. Cemplas, a small to medium enterprise based in Coulsdon, claimed victory in this competitive tendering process which was complete as of February 2026.

This tender presents significant opportunities for businesses engaged in construction, particularly those specialising in concrete repairs and structural enhancements. Contractors capable of offering innovative solutions for the preservation of infrastructure will find such projects advantageous. The procurement process favoured small to medium enterprises, providing a level playing field and encouraging strong competition within the industry. Businesses that can deliver quality service alongside competitive pricing are well-suited to secure similar projects, helping them grow their portfolio and presence in the public sector. The tender's open procurement method indicates an inclusive approach, ensuring that businesses meeting the set criteria are given an opportunity to compete.
