## Summary

Westminster City Council, acting as the buying organisation, has successfully concluded the procurement for the Supply, Delivery and Installation of Residential Furniture, White Goods, Carpets, and Floors. This contract addresses the Council's statutory obligation to provide temporary accommodation, aiming to furnish approximately 1000 new properties over the next 1 to 3 years. The procurement was conducted using an open procedure compliant with the UK Public Contracts Regulations. The contract, valued at an estimated £2.5 million, spans four years, potentially extending by an additional year, thereby accommodating anticipated demographic shifts within the London region. The procurement stage is now at the award phase, having commenced on 9 February 2026.

This tender creates significant business opportunities across the domestic furniture industry, including SMEs. Notably, Focus Furnishing Partnership and Alba Beds Limited have been appointed as suppliers, with Focus acting as the primary supplier. Businesses involved in furniture manufacturing, supply, and installation, particularly those specialising in residential setups, can leverage this contract to expand their market presence in London. The structured division of contract value, with up to 80% allocated to Focus Furnishing, highlights potential long-term collaborations in public housing projects—a strategic advantage for entities capable of scaling operations efficiently. Such contracts offer an extended revenue stream while enhancing their portfolio in public sector engagements.

## Notice

Westminster City Council (the "Council") has a statutory obligation under the Housing Act 1996 (as amended) to provide temporary accommodation to homeless individuals and families within the borough. The Council has committed to securing temporary accommodation properties with an ambitious goal of acquiring approximately 1000 new properties in the next 1 to 3 years to fulfil this statutory requirement. These newly acquired properties together with the existing units require new or replacement furnishings and this contract has been established to fulfil this statutory requirement. The contract is for the supply, delivery and installation of residential furniture, white goods, carpets and floors. The contract term is four (4) years, with an option to extend for a further one (1) year at the Council's sole discretion. The estimated total contract value, inclusive of the extension period (i.e. 4 + 1 years), is PS2,500,000.00 excluding VAT. This estimate is indicative only and may vary from year to year depending on actual demand. There is no guarantee that the Council will commit to or expend the full estimated value over the duration of the contract. The contract will be delivered by two suppliers: Focus Furnishing and Alba Beds Limited. Focus Furnishing will act as the primary supplier and may receive up to 80% of the estimated contract value, with the remaining 20% allocated to Alba Beds Limited. Focus Furnnishing contract period: 24/12/25 - 23/12/29 Alba Beds Limited contract period: 12/01/26 - 11/01/30 Both contracts can be extended by 12 months at the councils descreation.

### Lot Information

Lot 1

Options: The Authority intends to award the contract to a single supplier; however, it reserves the right to appoint a second-source supplier to mitigate supply risks. Should the second-source supplier option be activated, this would result in two separate contracts. The estimated total value is PS2.5 million over five years (inclusive of any extension, but exclusive of VAT). This figure is non-binding; actual expenditure may increase, or decrease based on demand.

Renewal: A year's extension is allowed but will be subject to the successful delivery of the contract (including KPIs) and at the Authority's sole discretion.
