## Summary

The procurement process for the "Online Counselling Reboot Programme" was conducted by the Police & Crime Commissioner for Sussex, operating in the public authority sub-central government sector. The tender, officially identified as JPS2009, focused on providing online counselling services aimed at young people aged 10-17 involved with Sussex Police's Early Intervention Programme. This initiative is crucial for addressing issues such as anxiety, bereavement, and trauma among young people in the UK. The contract stage was completed, with the contract awarded on 1st April 2025 to Spurgeons, a large-scale supplier. The programme will be delivered across several UK regions, including UKC, UKD, UKE, UKF, and others, with services running from 1st April 2025 to 31st March 2026, and potential extensions up to 2029.

This procurement presents particular opportunities for businesses specialising in counselling services, especially those with expertise in online support platforms. With a gross contract value of £9,286,200, the requirement for flexibility and secure online delivery creates growth potential for technology-driven counselling service providers. Companies with experience in delivering youth-focused support services that adhere to British Association for Counselling and Psychotherapy standards are especially well-suited to compete for such contracts, as these competencies align closely with the programme's objectives and delivery method.

## Notice

The programme will be aimed at young people aged 10-17 who are open to Reboot (Sussex Police's Early Intervention Programme). The young people will be showing signs of risk of becoming involved in crime, violence or repeat victimisation. They will also likely present with difficulty managing anxiety, bereavement, self-harm (where other professionals are not currently involved), trauma, family breakdown, anger management. Participants will meet with their counsellor on a secure platform and receive the same level of support as in person counselling. Resources will be shared electronically. Sessions will be offered to the participant at a day and time that is suitable for them. Flexibility in delivery will be required. Each session will be 45-60 minutes long and last between six and twelve weeks. This will provide a supportive space for the young person to discuss their thoughts, feelings, and experiences without judgment. Information from counselling sessions will not be shared with the Reboot Team unless there is a safeguarding concern for the participant or any other person. Counsellor's will be a registered member of the British Association for Counselling and Psychotherapy.
