## Notice

The Highways Term Service Contract includes, but it not limited to the following; (a) Capital Investment works including * Council road safety, congestion alleviation and parking management capital schemes * Capital schemes funded from Transport for London (TfL) for Local Implementation Plan (LiP) * Externally funded on/off highways works * Council off- highways works such as Housing revenue repairs, depot ( Harlington road depot) repair (b)Routine & Reactive term service works * Cyclical drain and gully cleansing / planned ditch clearing * Reactive maintenance - potholes repairs, footway defects, street furniture * Installation of new domestic & heavy vehicle crossovers The Contract will be for an initial term of seven (7) years with an extendable option for a period of five (5) years, giving a total of twelve (12) years (the Term). The option to extend, for a period of five (5) years is subject to full service and commercial review.

### Planning Information

Following the extension of the Highways Term Service Contract and the Street Lighting Term Service Contract (see Voluntary Transparency Notices Ref: 2024/S 000-010973 and Ref:
2024/S 000-010976 respectively via PCR 2015) the London Borough of Hillingdon is seeking to procure Term Service Contracts to commence from April 2026.
A Prior Information Notice (PIN) was published on 2nd Sept 2024, seeking expressions of iinterest for future pre market engagement. ( Ref: 2024/S 000-027847) via PCR 2015
This PIN was to inform prospective bidders of LB Hillingdon's proposed project timeline,summary of requirements and to register their expression interest to participate in the pre-market engagement sessions via our tender portal at the time. 
Those bidders who expressed interest to participate were sent a number of questions focusing on service delivery, contract term, carbon reduction and social value as outlined below.
Service Delivery - to continue with separate agreements or to combine into one contract. 
Contract Term - optimum contract term and appropriate break clauses and when they should be permissible.
Carbon Reduction- best approach to align the Council's Strategic Climate Action Plan's commitment to be carbon neutral by 2023 with measurable reductions in each of the service's carbon footprint and discussion on measurable targets KPIs that could be used to track and report on performance.
Social Value -discussion on innovative approaches to social value creation within highways and street lighting contracts, consideration to introduce best practice, where there has been examples of successful social value initiatives implemented in similar projects and how these could be adapted for Hillingdon and discussion on measurable targets KPIs that could be used to track and report on performance.
As as result supplier pre market engagement sessions were completed in May 2025.
Following on from the supplier pre market engagment sessions, the decision was made to publish the Highways and Street Lighting Term Service Contracts as two separate tenders.
The estimated contract value noted in this Notice is the combined value(inc VAT) of both Highways and Street Lighting based on the initial contract term and possible extension options.
