## Summary

The procurement process led by Oxfordshire County Council centres on the "Cable Channels v2" project, which aims to support the transition to electric vehicles by expanding the access to home EV charging for Oxfordshire residents. The contracting process follows an open procedure within the industry category of highway materials and primarily involves the supply, installation, inspection, and maintenance of EV cable channels to improve charging solutions. The award was finalised on 9th October 2025, awarding the contract to Oxford Direct Services Trading Limited. The procurement stage is complete, with the contract period set to start on 1st November 2025 and potentially extending to 31st October 2031, including possible renewals. The initiative addresses locations in the region of Oxford (UKJ14), with a gross contract value of £615,202.20.

This tender presents significant business growth opportunities for companies specialising in highway materials and electric vehicle charging infrastructure. Enterprises competent in delivering high-quality goods and maintenance services are well-placed to participate, especially SMEs like Oxford Direct Services Trading Limited, who successfully secured the award. The focus on expanding EV charging infrastructure aligns with the growing demand for sustainable transport solutions, offering businesses a chance to engage in a forward-thinking project that supports a greener future. Businesses with relevant expertise and capacity to meet the specified standards and design requirements may find additional opportunities for collaboration and engagement in similar forthcoming projects.

## Notice

2.1 Over 34% (111,000) of Oxfordshire households must park their car on the street. Currently only 19% of these households are within 5 minutes walking distance (400m) of a public EV charger. The project seeks to enable home EV charging for more residents, and support the transition to electric vehicles across Oxfordshire, by expanding on previous small-scale pilots of EV cable channels. Our previous pilots indicate that EV cable channels are valued by residents who otherwise would struggle to charge an EV cost effectively, or who would resort to illegally trailing their charging cable across the public highway, generating a significant trip hazard. While mitigating against the trip hazards and electrical safety risks caused by informal cable crossings, the Council simultaneously seeks to manage the need for public 'on-street' EV chargers and mitigate against the additional street clutter which they generate. The Council is seeking to award a contract to a reliable contractor who shall be responsible for: * Supply of EV cable channels to meet the required specification * Installation at specified sites to meet the required standards and specification. * Biannual inspection of channels in accordance with the inspection procedure and checklist designed with Highways Maintenance. * Routine and responsive maintenance in line with the maintenance specification designed with Highways Maintenance.
