## Summary

The contracting process initiated by The Mayor and Commonalty and Citizens of the City of London involves the appointment of a Cost Consultant for the Tactical Firearms Training Facility project. With a focus on construction consultancy services, the tender falls under the "services" category within the industry. Located at Dagenham Dock in London, UK, the project explores both traditional and modular design solutions from RIBA stages 1 to 3, eventually progressing to stage 4. This process is at the tender stage, initiated on 2nd May 2025, with an enquiry period closing on 16th May 2025 and a tender submission deadline set for 23rd May 2025. The procurement method is an open competition, classified as below-threshold by the City of London Corporation’s electronic tendering system.

This tender represents a significant opportunity for businesses specialising in construction consultancy, particularly those with experience in designing firing ranges and associated facilities. SMEs and VCSEs are encouraged to participate, offering prospects to collaborate with a key public authority and gain visibility in the sector. Businesses with personnel holding Non-Police Personnel Vetting Level 3 and Security Clearance, as well as a track record in similar projects, will be well-suited to compete. The project value, estimated at £140,000 with a gross value of £168,000, aligns with opportunities to expand services within the public sector and strengthen expertise in both traditional and innovative modular construction methods.

## Notice

The CoLC, in collaboration with CoLC of London Police (CoLP) are undertaking a project to build a Tactical Firearm Training Facility (TFTF). A suitable site owned by CoLC at Dagenham Dock has been identified. A feasibility study was undertaken to determine the viability of the site, to evaluate cost and programme differences as well as assessing the pros and cons of either a full traditional build approach or full modular scheme to provide the new TFTF. In conclusion, it was determined that a combination of both traditional and modular design solutions is to be considered as the favoured approach to provide the most efficient and operationally effective solution. The design scheme produced during the feasibility study is to progress from RIBA stages 1 to 3, however elements of this design are incomplete and there is a requirement for the appointed design team to review the existing information/design and provide appropriate advice/expertise as to what extent the current packages are progressed further to provide a complete RIBA stage 1 and review then progress RIBA stage 2 and 3 design before commencing the RIBA stage 4. This appointment is for Cost Consultant services. Please refer to the scope of services located within the tender documents for full details.
