## Summary

The Department of Environment, Food and Rural Affairs (Defra) has completed the procurement process for the "NBC Planning Performance Agreement 25-27". This contract, now in the Award stage, involves the management and submission of applications for urban planning services over the next two financial years. It is a direct award contract with Runnymede Borough Council and encompasses services primarily aimed at the Weybridge site. The process follows legal guidelines established by the UKPGA 2023/54. The contract commenced on 26th May 2025 and will run until 31st March 2027, with an allocated budget of £180,000. Service delivery will occur across regions in the United Kingdom, specifically UK and UKJ regions. This contract was awarded due to unique technical requirements that only Runnymede Borough Council could fulfill, given their exclusive legal authority to grant required permissions.

This tender represents significant opportunities for entities specialising in urban planning services, particularly those capable of managing complex planning applications and permissions. With a unique focus on the Weybridge site and a guaranteed revenue stream over the contract period, it represents a potential growth avenue for businesses already established in the United Kingdom's planning sector. Larger organisations with expertise in navigating the regulatory landscape may find this contract highly beneficial, as it involves working closely with a governmental body under an exclusive delivery framework where no other alternatives are feasibly available. The opportunity is most suited for businesses equipped with specialised technical capabilities to provide advisory services aligned with legal frameworks.
