## Summary

Forensic Science Northern Ireland (FSNI), operating under the Department of Justice, has recently completed a procurement process for "FSNI Service Calibration, Repair, and Consumables for Laser Equipment". This contract aims to cover the service calibration and repair of handheld speed metering devices and will span a three-year period from 19 May 2025 to 18 May 2028. The procurement falls under the central government authority in the United Kingdom, specifically regulated by Northern Irish devolved regulations. The process was conducted using a direct procurement method below the competitive threshold, specifically for services in the calibration sector. With the address at 151 Belfast Road, Carrickfergus, FSNI ensures the timely maintenance of these devices critical for the operations of the Police Service of Northern Ireland (PSNI). The awarded contract was signed on 16 May 2025, with a gross value of £212,400.

This tender provides significant opportunities for businesses specialising in repair and calibration services for laser equipment. Companies with expertise in servicing scientific or speed-related instrumentation may find this contract beneficial for establishing lasting relationships with government agencies and expanding their portfolios in public sector projects. Large-scale companies capable of handling routine servicing, calibration, and repair work without requiring competitive bidding would be well-suited to engage in similar future opportunities. The existing Memorandum of Understanding also indicates potential expansion into markets concerning alternative speed detection devices, presenting further avenues for innovative businesses to explore partnerships with PSNI and FSNI.

## Notice

Forensic Science Northern Ireland (FSNI) is an Agency within the Department of Justice, responsible for the provision of impartial scientific advice and support, to enhance the Criminal Justice System. FSNI has a Memorandum of Understanding (MoU) with the Police Service of Northern Ireland (PSNI) to manage the return of the PSNI's speed metering equipment to the manufacturer for repair and calibration. FSNI do not procure the handheld lasers as this activity is undertaken by the PSNI. This DAC will cover the costs associated with the repair and calibration of these hand held speed metering devices and relates only to the service calibration and repair by the manufacturer. This will be a 3 year DAC to enable the PSNI to test the market for alternative devices to the current solution. FSNI will use the length of this DAC to transfer responsibility for the calibration, servicing and repair of the devices to the PSNI. This will allow sufficient time for the PSNI to establish a new contract directly with the manufacturer, or test the market for a new hand held speed metering device to fully meet the needs of Roads Policing.
