North of England Commissioning Support (NECS) is a commissioning support service working for and on behalf of NHS England - North East and Yorkshire Health and Justice Team (the Relevant Authority) who have undertaken a competition process to provide Primary Care Services (including Substance Misuse) and Mental Health Services (including Learning Disabilities and Autism) for West Yorkshire adult male prisons within His Majesty's Prison and Probation Service (HMPPS). Contract Start Date: 01 April 2026 Contract End Date: 31 March 2032 The contract term is for an initial period of 6 years, with an option to extend for a further 2 years at the discretion of the Relevant Authority and subject to satisfactory contractual and financial performance.

This is an intention to award notice to advise that the relevant authority intends to award a contract under a competitive process under the Health Care Services (Provider Selection Regime) regulations 2023. For the avoidance of doubt, the provisions of the Procurement Regulations 2024 (Procurement Act 2023) and Public Contracts Regulations 2015 do not apply to this award. NHSE1068 - Primary Care Services (including Substance misuse) and Mental Health Services (including Learning Disabilities and Autism) for West Yorkshire Adult Male Prisons within His Majesty's Prison and Probate Service (HMPPS). Contract Start Date: 01 April 2026 Contract End Date: 31 March 2032 The contract term is for an initial period of 6 years, with an option to extend for a further 2 years at the discretion of the Relevant Authority and subject to satisfactory contractual and financial performance. North of England Commissioning Support (NECS) is working for and on behalf of NHS England - North East and Yorkshire (the Contracting Authority), who are conducting a Request for Information (RFI) exercise in order to gain a better understanding of the capacity and appetite of the market to deliver Primary Care Services (including Substance Misuse) and Mental Health Services (including Learning Disabilities and Autism) for West Yorkshire HMP's (Majesty's Prison Service). The West Yorkshire HMP's covered; HMP Leeds HMP Wealstun HMP Wakefield There will be 2 lots for this competition: * Primary Care Services (including Substance Misuse) at West Yorkshire HMP's * Mental Health Services (including Learning Disabilities and Autism) for West Yorkshire HMP's This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. It is important to note that this PIN/RFI is not a call for competition and as such potential providers will need to express an interest in any future tender opportunity once a contract notice is published on Find and Tender Service. It should be noted that this PIN/RFI invites individuals and organisations to express an interest in this RFI exercise only, and it is NOT part of any pre-qualification or selection process. This PIN/RFI is intended as an awareness, communication, and information gathering exercise. Potential providers are to note that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (as amended) may apply to a future procurement including the New Fair Deal non-statutory policy setting out how pensions issues are to be dealt with when staff are compulsorily transferred from the public sector to independent providers delivering public services. Following review of returned RFI responses, should the commissioner wish to seek further clarification to any part of the responses, further market engagement may be carried out.
