This phase is anticipated to end in October 2025 at the latest * Implementation Planning (Phase 2) - this phase focuses on the development of an Implementation plan alongside the local authority team. This would build on the Implementation and Transition plan that is submitted in Autum 2025 alongside any business cases for new unitary authorities.
