## Summary

The Royal Borough of Kingston upon Thames is initiating a tender process for the redevelopment of its Household Reuse and Recycling Centre and Waste Transfer Station. This project, categorised under architectural, construction, engineering, and inspection services, is presently in the planning stage with a focus on soft market testing. The Council aims to assess interest from construction contractors for either a single, traditional basis or a two-stage, design and build approach. The redevelopment plan includes refurbishing the existing Waste Transfer Station and civil works for the Household Reuse and Recycling Centre. A preliminary market engagement is scheduled, with responses due by 14th May 2025 via the London Tenders Portal. The procurement process will adhere to UK legal basis and begin on 1st September 2025, with an anticipated contract period extending until August 2030, potentially renewable through September 2031.

This tender presents substantial opportunities for businesses within the construction industry to engage in a significant local government project. Companies specialising in large-scale refurbishment and civil engineering works would be especially well-suited to compete. By addressing both refurbishment and new civil construction requirements, the project offers ample scope for design and engineering firms to demonstrate expertise in delivering complex infrastructure changes. Participation in such a redevelopment can provide growth opportunities and enhance a company’s portfolio and presence within the public sector. Additionally, involvement in preliminary market engagement can provide valuable insights and positioning for the forthcoming tender process.

## Notice

The Royal Borough of Kingston Council is planning to undertake a tendering exercise for the redevelopment of the borough's Household Reuse and Recycling Centre and Waste Transfer Station. The project is currently at the end of RIBA Stage 2 and the Council wishes to understand from construction contractors their interest in tendering for such a scheme and whether they would wish to do so on a single, traditional basis or on a two stage, design and build basis. The scope of the project will be to refurbish the existing Waste Transfer Station (2898m2) (recladding, new roof, repairs to steel work etc) and redevelop the Household Reuse and Recycling Centre (4022m2) (mainly civils work including construction of ramps to create step free site). Depending upon feedback from the market, if the Council moves forward on a design and build the scope would also include the completion of RIBA Stages 3 and 4.
