## Summary

Fife Council, a regional authority in the United Kingdom, spearheaded a procurement process for grounds maintenance services, specifically focused on rural verge cutting within the Fife area. The tender, titled "Provision of Rural Verge Cutting," includes additional services like hedge trimming and scavenging activities such as litter picking. This public contract involves cutting verges alongside public roads in both rural and urban contexts within the council's boundaries. The procurement was carried out via an open procedure, encapsulated within a framework agreement, with the final contract awarded to Iain M Brown LLP and M Squared (Scotland) Ltd on 29th July 2025. The process reached the award stage by August 2025, underlining its completion and showcasing its active status at that point, with the contract signed for a total value of £580,000 GBP.

This contract presents significant opportunities for businesses in the horticultural and grounds maintenance industry, especially those capable of managing rural and urban landscaping tasks. The framework is structured to allow for additional purchases in adherence to statutory regulations, expanding the scope of the tender for well-equipped firms. Such businesses with expertise in vegetation management, litter picking, and hedge cutting stand well-positioned to compete. The inclusion of community benefits and adherence to Fair Work First requirements also suggest favourable engagement for firms with social responsibility initiatives. With the requirement for insurance and robust financial standing, alongside an emphasis on quality and price evaluation, small and medium-sized enterprises (SMEs) possessing technical proficiency and financial solidity are adequately positioned to exploit this growth prospect. The procurement’s long duration also provides substantial stability and potential for recurring work, boosting business continuity and expansion potential.
