## Summary

The University of Birmingham has completed the procurement process for a Framework Agreement focused on Sustainability Advisory Services. Covering a period of up to four years, with an initial three-year term and an option to extend for an additional year, this agreement involves non-exclusive consultancy services. The total value of the award is £1,800,000 GBP, with Atkins Realis Limited, Ove Arup and Partners Limited, and Pick Everard being the designated suppliers. The primary location for the services will be in the West Midlands, United Kingdom (UKG31). The process employed an open procurement method using a competitive flexible procedure, and the tender was legally grounded in the Procurement Act 2023. The contract period is set to commence on 19 December 2025, with the award stage having been reached as of 8 December 2025. The framework is designed for higher education (HE) and further education (FE) establishments, schools, and academies, expanding opportunities for institutions beyond traditional contracting authorities.

This tender presents substantial opportunities for businesses involved in sustainability and consultancy services. The framework encourages diverse participation and is strategically designed to accommodate a wide range of expertise needed by educational institutions seeking sustainability improvements. Businesses specialising in construction consultancy, environmental consulting, and related fields stand to benefit substantially. Large enterprises, characteristically capable of delivering complex and comprehensive services, will find the framework's structure advantageous, having been awarded to similar firm profiles. However, the framework did also see active involvement from smaller enterprises, with nine bids reaching the final stage, indicating a competitive opportunity for SMEs. The focus on non-exclusive consultancy highlights the potential for various consultants to participate, providing innovative solutions within the sustainability domain to a growing educational sector.
