## Summary

The Crown Commercial Service (CCS) has initiated the planning stage for a new procurement process titled "Legal Panel for Public Sector," aimed at updating legal services across various UK public sector bodies. This procurement, under OCID: ocds-h6vhtk-050eda, focuses on consolidating current agreements like RM6240 and RM6284 into a comprehensive legal services framework. The agreement will offer several lots including full legal service provision, litigation, property, contracts, and more. The contract, valued up to £600 million, is set to commence on 5 August 2026 and run until 4 August 2029, with a potential extension option until 2031. Significant engagement activities, aimed at refining the scope and structure, have been ongoing through 2025 into early 2026, with further updates anticipated by 4 February 2026. The project aligns with the light-touch regime and is above the threshold for public sector services in the UK.

This tender presents a significant opportunity for businesses specialising in legal services, especially small and medium-sized enterprises (SMEs) that can meet the diverse legal needs of the UK public sector. The framework's structure, which includes specialised lots such as litigation, property, and transport planning, indicates the need for expertise in these domains. Businesses prepared to contribute to major complex projects, including PFI, or those skilled in areas like HR, employment, pensions, and health care, are well-aligned to benefit. With an emphasis on offering equitable opportunities and incorporating social value, the CCS is keen to foster collaborative partnerships that can drive innovation and efficiency in public sector legal services across the United Kingdom.
