## Summary

The procurement process for the "Supported Temporary Accommodation Framework (STAF)" was initiated by Bristol City Council, aiming to address the homelessness issue through an increase in supported temporary accommodations. This procurement falls within the "Social work services with accommodation" category and is focused on providing services across the region of the United Kingdom (UKK11). The open procedure was employed, beginning with planning stages in 2025 and culminating in an award stage as of 12th June 2026. The framework is set to start on 1st July 2026, with an initial contract period until 30th June 2031, and contains renewal options extending potentially to 2034. This completed procurement involved numerous suppliers under three distinct lots, each entailing specific service provisions catered to different support levels, including both family and individual accommodations, with an overarching contract value of approximately £32 million GBP gross.

This tender represents a substantial opportunity for both small and medium enterprises (SMEs) and larger organisations within the social services sector. Businesses capable of providing temporary supported accommodations are well-suited to compete, particularly those with experience in collaborating with public authorities on frameworks similar to Bristol City Council's initiative. Companies specialising in high-volume accommodation management and those capable of addressing targeted support needs would find this tender particularly aligned with their core competencies, creating avenues for business growth and stability over the next five years or more, depending on contract extension opportunities.

## Notice

As part of the Tackling Homelessness Transformation Programme, the council wants to increase the supply of supported temporary accommodation (TA) delivered by partner Registered Providers (RPs). This is with the aim to reduce the council's use of non-supported privately owned emergency accommodation (EA) whilst still meeting the city's pressing demand for interim accommodation.

BCC are conducting a soft market test to achieve the following pre-market engagement objectives: to engage with contractors to gauge the market, to clearly state the required objectives, to obtain feedback on support levels covered within the new open framework, to obtain feedback on proposed unit rates for different support levels of accommodation within the new open framework. BCC have created a questionnaire which can be accessed through ProContract through the following link:
https://procontract.due-north.com/Advert?advertId=bba20472-52a3-f011-813a-005056b64545

The purpose of the event is to engage with the market in advance of issuing a formal ITT by providing early information and background to our requirements. We intend to discuss the scope of the project as well as providing an overview of the procurement and contracting approaches.
Please register to attend this information session by emailing: homelessness.contracts@bristol.gov.uk
The event will take place via MS Teams, you will be provided with a link once you have registered to attend.
