## Summary

The procurement process, initiated by the Mayor's Office for Policing and Crime (MOPAC), focuses on the provision of various surveys, including the Public Attitude Survey, Telephone and Digital Investigation Unit survey, and User Satisfaction Surveys. This opportunity falls under the services industry category, specifically data capture services, with activities centred around London, United Kingdom. Currently, the process is in the planning stage, with the next deadline being the completion of the Preliminary Market Engagement Questionnaire by 30th May 2025. The scope of the work involves significant data capture, aiming to conduct thousands of interviews annually across London, supporting essential data and trend analysis for public perceptions and policing experiences.

This tender represents an excellent opportunity for businesses specialising in data capture and survey services, particularly those experienced in executing large-scale survey projects. Given its suitability for SMEs and VCSEs, companies with expertise in long-term data analysis and those capable of delivering significant interview volumes will find this contract conducive to business expansion. The estimated contract value is £4.8 million, covering a planned period from April 2028 to March 2031, with the possibility of renewal. Engaging with this tender could allow businesses to establish or strengthen their presence in the public sector service market within London.

## Notice

MOPAC currently holds a contract for the provision of the Public Attitude Survey (PAS), Telephone and Digital Investigation Unit (TDIU) survey and User Satisfaction Survey (USS). Previously, we have contracted these surveys within one contract. The PAS currently conducts 19,200 face to face interviews each year across London, with a minimum of 600 interviews per London borough per annum. The USS survey is a 20-minute telephone interview and achieves 9,600 interviews per year. The TDIU survey is a 10-15 minute online survey and achieves c.9,000 interviews per year. These surveys have been conducted for many years and provide MOPAC and the MPS with valuable trend data and detailed insights into public perceptions of policing and crime in London and victims' experiences. It is vital that robust and long-term trend analysis can continue into any future contracts, and that sample sizes are sufficient for analysis of different demographic groups and at borough level.
