## Summary

The Crown Commercial Service is embarking on a procurement process for a significant framework agreement titled "Supply of Energy and Decarbonisation Services". This effort aims to supply and manage approximately 26 TWh of electricity and gas to over 1,000 customers, covering around 90,000 meters across the United Kingdom. The industry category focuses on energy, with potential inclusion of supplementary services like metering and carbon reduction advice. It is currently in the planning stage, with market engagement activities scheduled through 2025 and possibly extending into 2026. A key milestone is set for 13th May 2026, and the framework's formal operation is anticipated between 11th November 2026 and 10th November 2030.

This tender represents a substantial opportunity for businesses in the energy sector, especially those specialising in energy supply, management, and decarbonisation. Companies offering innovative solutions in aggregated risk management and "Energy as a Service" models may find this profitable. Additionally, businesses adept in installations, maintenance, or providing energy-related data services will be well-positioned to tap into the dynamic needs of this framework. Participation will involve aligning with the evolving decarbonisation policies, offering businesses potential growth areas through collaboration with a central government public authority like the Crown Commercial Service.

## Notice

Crown Commercial Service (CCS), as the Contracting Authority, intends to put in place a framework agreement for the supply and administration of approximately 26 TWh of electricity and gas to meet requirements of over 1000 customers across c.90,000 meters. Note that these numbers could vary depending on standard market factors such as the number of customers accessing the agreement and the impact of energy management initiatives. It is anticipated that aggregated risk management strategies will play a key role in the new framework agreement, but CCS is also keen to explore opportunities related to alternative and supplementary models, such as the "Energy as a Service" concept. CCS also anticipates that the new framework agreement will incorporate requirements that help customers to align with developing energy and decarbonisation policy e.g. optimising on-site generation opportunities and integrating Power Purchase Agreements. CCS will also be looking to consider the inclusion of goods and services that are supplementary to energy procurement and supply, such as: - metering - carbon reporting/analysis - carbon reduction advice - siteworks - energy generation - energy bureau services - demand side response Please note that the above is for guidance purposes only and the strategy, scope and lotting structure of the agreement will be determined over time.

### Planning Information

Market engagement will consist of supplier briefing webinars, written questionnaires and one to one meetings (face to face and/or virtual). Initial market engagement will be from June to August 2025, with further rounds of market engagement to be held later in 2025 and potentially into 2026 depending on procurement route chosen.
Market engagement with customers and suppliers will include areas such as:
- Reviewing customers' current and future product and service needs.
- Evaluating potential structures for a new agreement to determine the most appropriate approach.
- Ensuring alignment with new Procurement Act.
- Assessing appetite and benefits of single-supplier versus multi-supplier agreements.
- Investigating sleeving arrangements, call-offs, and their alignment with CNZ and Power Purchase Agreement (PPA) strategies.
- Understanding supply market offerings relating to complimentary services to supply.
- Analysing wider supplier market developments and innovations, including current industry regulations and future changes.
