## Summary

West Northamptonshire Council has awarded a contract for an integrated alcohol and drug service, as announced on September 17, 2025. The service is designed to provide comprehensive support including prevention, early intervention, treatment, and recovery, with a strong emphasis on community resilience and reducing harms to children. The procurement, under the open and competitive flexible procedure, falls within the services industry category, specifically social work services without accommodation. The procurement was initiated through a tender process and the award for the service is pending with a contract value of £60,000,000. The contract period is from April 1, 2026, to March 31, 2031, with potential renewals extending up to 2036. The location of service delivery is West Northamptonshire, UKF24, and the contract will be executed with the supplier, Turning Point.

This tender presents significant opportunities for organisations specialising in healthcare services, particularly those with experience in social and community work, health, and rehabilitation services. Large-scale enterprises with innovative approaches to integrated health services will find this contract appealing, as it requires a focus on evidence-based good practices and outcomes that benefit individuals and their families. Businesses capable of delivering dynamic and flexible health service programmes stand to benefit greatly by participating in and growing through collaboration with this public initiative. The service aims to build community resilience and offer extensive support to children and families affected by substance misuse, making it a lucrative engagement for organisations with a substantial understanding of similar social impact initiatives.

### Planning Information

West Northamptonshire Council is seeking the views of Registered Providers (RPs) in alignment with this upcoming procurement exercise.
Registered Providers are asked to respond to the following questions:
1) Is working with tenants in drug and alcohol recovery part of your organisation's strategy? What's your existing offer and what resources do you have available to support tenants in recovery?
2) What experience do you (RPs) have of working with drug and alcohol recovery support services (RSS) on housing support (either accommodation-based support or floating support) for adults in recovery?
3) If you work with RSS on floating support in dispersed accommodation attached to people in recovery, what tenure models do you use? (type of tenure, length of term and approach to managing tenancy breaches?)
4) Do you have experience of floating support offers where assured tenancies are associated with floating support from RSS, and if so how are challenges addressed in terms of aligning this offer with the wider housing register allocations?
5) If the person remains in occupation in the longer term, how does the RP replace units available for new entrants to the scheme. If the tenant choses to leave, how does that unit go back into the pool used for this scheme?
Responses are to be sent to procurement@westnorthants.gov.uk with the email title Integrated Alcohol and Drugs RP alignment and marked FAO Kayley Lakin.
RP insight into this area will greatly assist in shaping our model going forward and WNC would like to thank providers in advance for assisting with this market engagement.
Please be aware that any response to market engagement does not guarantee any Provider any work with WNC.
