The framework covers the assessment, design and coordination of retrofit measures and the installation of air source heat pumps, ground source heat pumps, electric heating, solar PV and battery storage as well as multimeasure retrofit works which also include insulation and ventilation. Companies appointed to the framework are expected to share Procure Plus's commitment to social value, and specifically the creation of training and employment opportunities for individuals who are furthest from the labour market, groups that are underrepresented within the construction industry or individuals that may otherwise be overlooked or marginalised within the labour market.

Retrofit assessment, design and co-ordination services - National

This lot is for the delivery of retrofit assessment, design and co-ordination services, predominantly to social housing properties. Bidders are advised of a bidding restriction in relation to the combination of lots that can be tendered for. Bidders who wish to submit a tender for lots 1 - 6 are permitted to tender for lot 1 or a maximum of two lots from lots 2-6. Procure Plus intends to appoint 15 companies to this lot. Procure Plus reserves the option to appoint a limited number of additional companies to this lot of the framework beyond the 15 stated above. This option may be exercised by Procure Plus where there is a close proximity in the final overall scores between the 15th bidder and the bidders who are ranked in close proximity beneath. The reliance on specifications for this purpose is to ensure fairness in the completion of the price element of the tender and is not an indication or preference or exclusivity. 
• The completion of desk-based research to establish patterns and trends of financial standing to inform the development of the conditions of participation (legal and financial capacity). 
• The completion of desk-based research to understand insurance and professional accreditations to inform the conditions of participation (technical ability).
