## Summary

Leicestershire County Council, operating as ESPO, is in the planning stages of a public procurement process titled "390_27 Document Management Solutions." This project focuses on establishing a framework for document management services, including off-site storage, digitisation, and secure disposal, targeted at the public sector. The procurement process is currently in the planning stage with a status update from 12th June 2026, and the final engagement due date is set for 17th July 2026. This initiative will extend throughout the UK and falls under the services category, fitting within the above-threshold framework agreements. Businesses are required to engage through the EastMidsTenders eProcurement Portal to participate and are expected to express interest by 16th June 2026.

This tender presents a significant opportunity for businesses specialising in document management, including software providers, digitisation experts, and secure disposal firms. SMEs are particularly encouraged to participate given the suitability considerations, making this an attractive proposition for businesses looking to solidify their presence in the public sector. The framework aims to provide comprehensive solutions, which can foster growth for companies offering innovative document handling services. With the procurement category being services, companies within the technology and document management sectors stand to benefit from potentially long-term contracts lasting until 2029, with possibilities for renewal until 2031.

## Notice

ESPO is a public sector-owned professional buying organisation offering a comprehensive range of procurement services, including access to over 100 free-to-access framework solutions for the wider public sector. We are conducting preliminary market engagement with the intention of establishing a framework to provide access to a range of document management solutions including off-site storage, digitisation, and confidential shredding/secure disposal services. This is not a call for competition. Tender documentation is not yet available (the estimated value for the framework will be captured at that point).

### Planning Information

Suppliers are required to register and complete the relevant stages on the Central Digital Platform if they wish to participate in or bid for this framework.
REQUEST FOR INFORMATION
Engagement is being undertaken via a Request for Information (RFI) questionnaire hosted on the EastMidsTenders eProcurement Portal (www.eastmidstenders.org). The deadline for responding to the RFI has been extended to 17:00 (5pm) on 16 June 2026.
Suppliers wishing to participate in the engagement process must first express an interest as follows:
(a) Go to https://www.eastmidstenders.org/; (b) Register (if not already registered on ProContract); (c) Search for opportunity '390_27' (via "View Opportunities" from the EastMidsTenders Portal); d) Express an interest.
Suppliers can then access the RFI questionnaire in the Messages section via the Activity dashboard once an expression of interest has been registered. Responses to the RFI as well as any questions or clarifications should be submitted to ESPO as a message on the eProcurement Portal.
ESPO may contact suppliers to seek clarification or understanding of the information provided in their RFI response or to discuss their RFI responses in further detail. A second RFI may also be issued if required. At ESPO's discretion, site visits to supplier premises may be carried out as a part of the process.
Potential bidders will not be prejudiced by any participation or failure to participate to this preliminary market engagement exercise and should note that a response to this preliminary market engagement exercise does not guarantee an invitation to participate in this or any future procurement that ESPO may conduct.
