## Summary

The procurement process initiated by Westminster City Council pertains to the development of the 'People First' website, a platform intended to enhance Adult Social Care Information and Advice services. This procurement falls under the services category, specifically relating to world wide web site design and operation, as well as IT consultancy and development services. The process is currently at the planning stage with a focus on market engagement through a Request for Information (RFI). Interested parties must complete and submit the RFI via the council’s e-procurement tool, Jaggaer, by midday on 30th May 2025. Located in London, this procurement involves a planned contract period from 25th August 2025 to 24th August 2028, with potential for renewal.

This tender presents growth opportunities for businesses involved in IT services, web design, software development, and social care services. Companies that specialise in web-based solutions and have experience in developing user-friendly, engaging, and secure online platforms will be well-suited to compete. The procurement specifically encourages participation from small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), offering a potential £180,000 contract with a gross value of £216,000, thus making it an attractive prospect for businesses looking to expand their portfolio and establish relationships with public sector clients.

## Notice

People First is the current Royal Borough of Kensington (RBKC) and Westminster City Council (WCC) website for Adult Social Care Services. The contract for the current People First website is reaching expiry. The ambition is to empower users of services, their family members, residents, community partners and providers through having effective web information and advice on ASC functions, processes, support services, activities and events. Be it seeking information about local support services, wellbeing events, or support around a safeguarding, we want all stakeholders to have immediacy of access to the guidance they need so they feel informed and in control. Underpinning this ambition is a website that is inviting to use; one that is visually engaging, easy to navigate, responsive, reliable and safe. This pre-market engagement exercise is seeking intelligence from the Provider Market to inform a formal sourcing activity for the People First website's development.
