## Summary

The procurement process initiated by APUC Limited sought contractors for the supply and delivery of Fresh Fish and Seafood products to Higher and Further Education Institutions across Scotland, including the Glasgow City Council. The industry category for this tender was identified as goods, specifically fish, under the CPV code 03311000. The tender, titled "Fresh Fish and Seafood (APUC)," employed an open procedure under the legal basis 32014L0024, with a procurement stage that reached the award phase on 7th August 2025. It aimed to establish a framework agreement with a maximum of four contractors per geographical lot, ensuring price normalisation across various institutions. The tender framework agreement is covered by the Government Procurement Agreement (GPA) and includes multiple lots focused on regions such as the North Highland and Western Isles, Aberdeen and Grampians, and the South-East of Scotland. Each lot had specific delivery regions and lots were awarded to multiple suppliers.

This tender process presents substantial opportunities for business growth, particularly for suppliers in the fish and seafood industry with capabilities in logistics and production. Companies like Campbells Prime Meat Ltd, The Fish People Scotland Ltd, and George Campbell and Sons have successfully secured awards for various lots, indicating their capacity to meet the tender requirements. Businesses that can offer competitive pricing and high-quality seafood products while adhering to standards related to social, ethical, and environmental compliance would be well-suited to compete for such contracts. This framework agreement provides a platform for suppliers to expand their market reach and enhance their presence in the public sector, leveraging the opportunity to supply to educational institutions consistently over the contract's duration. Such engagements also offer potential to build long-term relationships with major procuring bodies like APUC Limited.
