## Summary

Bradford Children & Families Trust is currently in the planning stage for a public procurement process, focusing on the delivery of Independent Visiting and Advocacy Services for Looked-After Children and Care Leavers. This procurement process, classified under the "services" industry category, is intended to enhance the services provided to children aged 0 to 21 years, and up to 25 for those in full-time education. A market engagement event is scheduled for 20th May 2025, via Microsoft Teams, with the aim of collaborating with service providers to refine the service specification. The procurement process is expected to be in full swing by November 2025, with an initial contract period extending to December 2028. The total budget for this procurement is set at £1,150,000, with a potential extension to December 2030.

This tender presents significant opportunities for businesses specialising in social work and related services to expand their market presence and contribute innovative solutions. Suitable candidates for this contract are those who can offer value-for-money services while meeting the statutory requirements set by legislation. The engagement event is an ideal opportunity for organisations to showcase their capabilities, share insights, and influence the commissioning approach that Bradford Children & Families Trust is developing. Providers adept in advancing casework methodologies and promoting child-centred service developments, particularly those registered as social enterprises or voluntary, community, and social enterprises (VCSE), would be well-positioned to compete for this contract.

## Notice

Partners from Bradford Children and Families Trust and the City of Bradford Metropolitan District Council are working together to review and develop Independent Visiting and Advocacy Services for Bradford's Looked-After Children or Care Leavers. Legislation imposes a duty on local authorities to make arrangements for the provision of advocacy and to appoint an independent visitor for children and young people intending to make representations under the Children Act 1989 (Adoption and Children Act 2002). As well as requiring an Independent Visiting and Advocate service to meet its statutory obligations, Bradford Children's and Families Trust wishes to work with the successful partner to adopt a casework approach which will utilise generic lessons learnt from advocates' work to develop more child-centred services. Children and young people eligible to receive a service are aged 0 to 21 years and up to 25 in the case of Care Leavers in full-time education The BCFT is seeking to work with providers who can demonstrate continual improvements in value for money achieved by deploying efficient and innovative ways to meet the needs of the children and young people. Providers can return tenders below these prices, but to be successful must still ensure they meet the quality threshold required. We wish to invite potential providers to attend a market engagement event aimed at informing the development of the specification and our commissioning approach, ensuring the best service is achieved within the funding envelope. The event will aim to share our priorities, proposed service model, and commissioning approach while obtaining feedback from providers. This also presents an opportunity for potential providers to highlight the latest developments and innovations within this sector/industry. Feedback from the market engagement event may be incorporated into the specification, ensuring it meets the needs of all parties. The event will be via Microsoft Teams- 20th May 2025 To register for this event, please email ChildrensCommissioning@bradford.gov.uk using the title Market Engagement Event - Independent Visiting and Advocacy Services in the subject matter. Joint instructions will then be sent.
