## Summary

The National Archives, based in Richmond, United Kingdom, has successfully completed a procurement process for a Building Services Call Off Contract, with the award rendered on 14 July 2025. This procurement, conducted under the "open" method, focuses on architectural, construction, engineering, and inspection services. Specifically, the project aims to enhance the Estates & Facilities operations through capital projects involving Mechanical, HVAC, and Electrical Services. DSSR Limited has been awarded the contract on a competitive flexible procedure, with the contract initially spanning three years, starting 1 August 2025, and options for two additional 12-month extensions. The anticipated total value of the contract is £600,000 including VAT, and regional deliveries will encompass areas such as UKI and UKJ.

This procurement presents substantial business growth potential, especially for firms skilled in detailed design and specifications, site-wide validations, condition surveys, and public building operations. Companies that can supply detailed tender documentation, ensure compliance, and conduct regular site evaluations are well-suited to compete for similar future opportunities. The emphasis on SMEs suggests an encouragement of participation from smaller enterprises, fostering a competitive environment while contributing to public service needs. The structured evaluation process, rewarding quality, social value, and competitive pricing, ensures that innovative and proficient businesses stand to benefit considerably from joining this bidding arena.

## Notice

The objective of this procurement process is to source a specialist Building Services partner to support The National Archives' Estates & Facilities team in the delivery of a range of capital projects. Our aim is to work in partnership with a supplier who will provide additional resources as and when required to support our Estates Capital Projects team in key areas such as Mechanical, HVAC and Electrical Services. The supplier will produce detailed specifications for tender documents and will go on to support the design team with tender reviews and evaluations. Additional support will be required for design changes to building services and in undertaking regular condition surveys, providing associated reports and drawings. We intend to award a contract for an initial period of 3 years, with two extension options of up to 12 months each. We anticipate that the demand for these services over the duration of the contract period (including any extension options) will not exceed a total expenditure of PS500,000 excluding VAT/PS600,000 including VAT, but The National Archives can make no commitment to any minimum level of expenditure during the contract period. Bidders must be able to demonstrate experience in each of the following areas: * Undertaking site-wide validations; * Undertaking condition surveys; * Supporting design teams with design proposals; * Developing detailed designs and specifications to support the creation of tender packs; * Ensuring maximum performance from existing infrastructure; * Ensuring full statutory compliance; * Undertaking site reviews; * Updating site documentation and drawings, including AutoCAD; * Working in a Public Building; * Working in a live working site.
