## Summary

Leeds City Council is in the planning stage of a procurement process seeking a Development & Funding Partner for the Leeds City Centre Heat Network. This initiative falls under the energy and construction services industry categories, with a focus on urban development and district-heating mains construction work. The procurement is at the planning stage, with key dates including a Supplier Briefing Call scheduled for 4th June 2025, and interested suppliers must email by 30th May 2025 to attend. The project is located in Leeds, Yorkshire, in the UKE42 region, and is part of a broader strategy to develop, own, and operate a low-carbon heating network under a concession procurement regime.

This tender presents a significant opportunity valued at approximately £2.955 billion, grossing £3.546 billion, for businesses with expertise in urban development, district heating, and energy services. It's particularly suited for organisations capable of investment and technical contributions to the city's heat network strategy, offering potential growth through developing, operating, and expanding the network using a Golden Share Delivery Model. Companies specialising in large-scale construction and energy-related services will find this an opportune project to leverage their capabilities and expand their market presence in the renewable energy sector. The concession opportunity runs until 2076, presenting a long-term business venture.

## Notice

Leeds City Council will shortly be seeking a Development & Funding Partner to develop and deliver a heat network in Leeds. The Development & Funding Partner will need to have capital and technical capabilities to support the city's heat network strategy. They will be required to develop, invest in, deliver, own, operate, maintain and expand a heat network, using a Golden Share Delivery Model. During the development stage, the Development & Funding Partner will be responsible for the design and commercialisation of the proposed heat network. It is envisaged that this will be followed by a delivery stage where the Development & Funding Partner would deliver the low carbon heating network.
