## Summary

The Department for Energy Security & Net Zero has awarded a contract for the "MyCCA Enhancements for new Climate Change Agreement - CCA3" project aimed at expanding functionalities within the MyCCA IT Register digital service to accommodate both CCA2 and CCA3 schemes. This procurement, falling under the category of data management services, was concluded through a direct award method due to technical reasons outlined in the Procurement Act 2023. Network Research Belgium - Unisystems, the large-scale supplier, has secured the contract which became effective on 15 August 2025 and is set to run until 14 August 2027, with a potential for renewal up to 14 August 2028. The award was finalised on 26 August 2025, and the project will be implemented from London, an essential move supporting the extension of the CCA scheme set to run through 2033.

This tender offers significant prospects for business growth, particularly for firms specialising in digital transformation and data management services. Companies with capabilities in managing complex data systems and experience in government contracts may find this an attractive opportunity, as the enhancements to the MyCCA system require robust technical expertise to support increased functionality. The direct award method highlights the importance of technical capacity, making this a favourable contract for enterprises that can demonstrate unique solution offerings pertinent to the current scheme requirements. The project not only supports policy reforms but aligns with broader sustainability goals, promising long-term engagement opportunities for skilled service providers in the energy and environmental sector.

## Notice

The CCA IT Register digital service, known as 'MyCCA', is a live delivery project for the 'CCA2' Policy. The first release went live in December 2024, with two subsequent releases concluding in May 2025. Following the DESNZ consultation and the Government's response in October 2024, the CCA scheme has been extended for three additional target periods, up to 31 December 2030, with access to reduced rates until March 2033. This extension necessitates changes to the existing service to support policy reforms as part of the new phase, referred to as 'CCA3'. These changes must be implemented in readiness for the new target periods. This contract aims to build additional functionality within the MyCCA service by May 2025, enabling it to support both CCA2 and CCA3 scheme participants using the same Register. The MyCCA service is crucial for the delivery of the CCA
