## Notice

London Borough of Haringey is seeking to establish an open framework for the Provision of Tuition services for children and young people in accordance with the Invitation to tender (ITT) documents. The framework will cover the following services: Lot 1: Small group, in-person, educational tuition for key stages 1-4, delivered by a qualified teacher. Group size range: two to five pupils. 2a: Individual, in-person, educational tuition for key stages 1-5+, delivered by a qualified teacher. 2b: Individual, in-person, educational tuition for key stages 1-5+, delivered by a teaching assistant with, at minimum, NCFE CACHE Level 3 Diploma in Supporting Teaching and Learning qualification. This educational learning will be reviewed by a qualified teacher. Lot 3: Online educational learning delivered live and in real-time by a qualified teacher for key stages 1-5+. Resources such as pre-recorded videos, where used, to be supplementary. Lot 4: Small group, in-person, key stage 5+ post-16 educational tuition (for ages 16-19 & 19-25), in accordance with the Children and Families Act 2014, for pupils with EHCPs (Section 61 duties), delivered by a qualified teacher. Group size range: two to five pupils.

Tuition hours will be set by the Council's service representative on an individual per pupil, per week basis. For most pupils, this will be a maximum of 15 hours tuition per week. In exceptional cases, and with approval from the local authority's panel procedures, the total hours per pupil per week may exceed this. Tuition will take place in a suitable setting sourced by the provider. Providers are required to be registered with Ofsted as an independent school. This tuition may be supported by a Teaching Assistant, in accordance with a pupil's assessed needs, agreed costs, and with agreement from the service representative.

In some instances, the maximum hours tuition per pupil per week will be greater than 15 hours, but not exceed - inclusive of breaks - 18 hours, per pupil per week (Independent School Registration Guidance, August 2019). In accordance with the pupil's Individual Placement Agreement, tuition will take place either in the pupil's home, or a suitable setting sourced by the provider. This tuition may be supported by a Teaching Assistant/experienced mentor, in accordance with a pupil's assessed needs, agreed costs, and with agreement from the service representative. 2b: Individual, in-person, educational tuition for key stages 1-5+, delivered by a teaching assistant with, at minimum, NCFE CACHE Level 3 Diploma in Supporting Teaching and Learning qualification. Small group, in-person, key stage 5+ post-16 educational tuition (for ages 16-19 & 19-25), in accordance with the Children and Families Act 2014, for pupils with EHCPs (Section 61 duties), delivered by a qualified teacher. Group size range: two to five pupils. Tuition hours will be set by the service representative on an individual per pupil, per week basis. For most pupils, this will be a maximum of 15 hours tuition per week. In exceptional cases, and with approval from the local authority's panel procedures, the total hours per pupil per week may exceed this. Tuition will take place in a suitable setting sourced by the provider. Providers must comply with relevant post-16 funding/quality legislation and are covered by Ofsted's "Further Education and Skills" inspection framework (Further education and skills inspection handbook). This tuition may be supported by a Teaching Assistant, in accordance with a pupil's assessed needs, agreed costs, and with agreement from the service representative. In some cases, packages may consist of a combined offer of tuition services from multiple Lots, for example Lot 2 combined with Lot 3. In practice this would mean oversight by a qualified teacher coupled with delivery from qualified teaching assistant and supplemented by online tuition.

### Planning Information

Haringey Council ("the Council") is in the process of commissioning the provision of Tuition services for children and young people who are aged 5-16 (or 16-25 for those with an Education, Health, and Care Plan) who cannot attend school due to medical, psychological, or other reasons.
The Tuition services for children and young people will be divided into 4 specialised lots.
The Council is keen to consult and engage the provider market in the commissioning process and is inviting interested organisations to a pre-procurement market engagement Event.
