## Summary

Norfolk County Council has recently completed the procurement process for the "Proactive Intervention Offer," which involves targeted interventions for individuals aged 50 and above, and occasionally younger individuals, in the Health and Wellbeing Partnership area. The procurement falls under the Health and Social Work Services category and covers multiple regions across the UK, specifically UKH15, UKH16, and UKH17. The process followed an open procedure under the light-touch regime with a gross budget of £7.2 million. Contracts were signed on 22nd August 2025, with an initial period ending in 2027 and a possible extension up to 2029, providing service opportunities in various localities such as Breckland, Broadland, Great Yarmouth, Kings Lynn and West Norfolk, among others.

This procurement presents significant opportunities for SMEs and VCSEs, as it supports initiatives aimed at improving the well-being of local communities. Organisations involved in health and social work services, particularly those with capabilities in training, social engagement, and advisory services for ageing well, are well-suited to compete and thrive under this contract. Furthermore, the contract's flexibility to include additional funding and adapt based on future needs makes it a lucrative prospect for innovative service providers looking to expand their reach and impact within Norfolk's evolving strategic framework.
