## Summary

Wolverhampton City Council has successfully completed a procurement process for their initiative, "Shared Lives", which falls under the social work and related services industry category. This procurement involves a unique community-based care scheme that offers support to individuals in Wolverhampton needing care, as assessed under the Care Act 2014 or Children Act 1989. This initiative is managed through an open procedure and has resulted in the establishment of a single-supplier framework with The Camphill Village Trust Limited. The framework, valued at £5,734,442.4 GBP gross, officially commences on 1st July 2026 and runs for two years with potential one-year extensions, up to a total of four years. The council aims to provide a bespoke, person-centred approach where care is delivered in a home-like setting, promoting well-being and community integration. The location for this procurement is within Wolverhampton, and the procurement has reached the contract award stage as of 16th June 2026.

This tender presents substantial opportunities for businesses involved in adult social care services, particularly those capable of offering flexible, personalised support arrangements such as home-based care. Enterprises, irrespective of size, that specialise in delivering community-based health services or have experience with similar frameworks are well-positioned to compete for such opportunities. The procurement method prioritising quality, social value, and pricing means that businesses that excel in quality service delivery and innovative care solutions can significantly benefit from participating, enhancing business growth through long-term government partnerships and potential future renewals. Additionally, this initiative supports SMEs and VCSEs, allowing diverse business interests to thrive within the region's social care sector.

## Notice

The Authority intends to commission a single-supplier framework for Shared Lives management. The Provider will deliver a Shared Lives Scheme in Wolverhampton that will be provided to individuals assessed as needing care and support under the Care Act 2014 or Children Act 1989, who reside in the City of Wolverhampton. While Shared Lives is primarily designed for adults aged 18 and over, it can begin working with young people from age 16 as part of transitional planning into adult services. Shared Lives is a form of community-based adult social care in which individuals receive support from a Shared Lives Carer, either by living in the carer's home on a short-term or long-term basis, or through day support and respite arrangements. It is not residential or nursing care in the traditional sense, but offers a personalised, family-style alternative. The framework will be for two years with plus one, plus one extension options (2 + 1 + 1). The framework is intended to commence on 1st July 2026.
