## Summary

Wolverhampton City Council is in the planning stage of a procurement process for the "Disabilities Supported Living Framework", focused on providing care and support to eligible adults with disabilities. The procurement falls under the 'Health and social work services' industry category and is part of a statutory duty as described in the Care Act 2014. The framework aims to offer supported living services within the UKG39 region, which include Wolverhampton. This process is currently planned with a notice expected on 5 January 2026 and a framework agreement set to start on 1 September 2026, running until 31 August 2031, with the possibility of renewal extending to 31 August 2033.

The Disabilities Supported Living Framework presents significant opportunities for businesses, particularly small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs). Businesses with the capability to offer flexible, person-centred support services for individuals with complex needs are well-positioned to benefit. By participating in this framework, service providers can establish lasting partnerships with the council and enhance their service offerings within the health and social care sector, potentially reaching a broad clientele and promoting business growth through enhanced service delivery. The procurement will be facilitated through a framework agreement, making it an attractive opportunity for those able to meet the tailored needs of individuals with disabilities.

## Notice

The Council is under a statutory duty to provide care and support to eligible adults with identified needs. Where needs have been identified and are considered to be eligible in line with the criteria set out in Part 1, section 13 of the Care Act 2014, including that the adult requesting support from the local authority to meet those needs, the Council has a duty to consider how it may meet those needs. Supported living services are an alternative to residential care that gives the individual more choice and control and offers better value for the individual. Supported Living is defined as persons with disabilities, who may have additional needs arising from multiple disabilities which may include complex health needs, and/or physical disabilities or mental health problems, living where and with whom they want, for as long as they want, with the ongoing support needed and delivered by their preferred providers to sustain their choices. Customers should be supported to meet the outcomes identified in their individual care and support plans to achieve an optimum level of health, independence, well-being as well as a good quality of life within their own homes. Services should be provided in a flexible manner that responds to changing needs and demands whist maintaining customers' privacy and dignity.
