## Notice

London borough of Haringey ("the Council") invites tenders from suitably experienced and qualified providers to deliver the provision of domestic abuse and violence against women and girls support services for Haringey residents. The service will be procure in 6 individual Lots. Tenderers may submit tenders for one, some or all Lots. A maximum of up to three (3) Lots may be awarded to one Tenderer. Any bid must not exceed the maximum financial envelope stipulated. Any bid that exceeds this criterion will be viewed as non-compliant and will be rejected without further assessment. The contract will be awarded to the Most Advantageous Tender (MAT). MAT for this contract is Quality 60%, Social Value 10% and Price 30%. Tender submissions will be subject to minimum quality thresholds. Tenderers must be aware that TUPE will apply to these services, subject to the right of employees to object to transferring, and subject to the possibility of the existing providers reassigning employees to other services prior to the transfer. Further details will be available in the invitation to tender. All costs must be incorporated within the pricing schedule provided. The pricing schedule will be evaluated as further described in the Tender documents. The Council does not accept any liability for additional costs associated with TUPE not included within the price submitted. The Council will be using the Open Tender Procedure. The council considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs) and/or Voluntary, Community and Social Enterprises (VCSEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.

### Lot Information

Domestic Abuse Advocacy and Support service

The council is seeking to commission a generalist advocacy and support service for all women aged over 16 experiencing gender-based abuse including but not limited to domestic abuse. This service will work across all risk levels and deliver support which will include but may not be limited to IDVA support for victim/survivors at all levels of risk The service will be delivered in the London Borough of Haringey, and each IDVA/caseworker will hold a case load of 15-20 per quarter, or 60-80 per year as per the SaveLives recommendation. The service will be required, at minimum, to provide specialist casework for 180 victim/survivors per annum. Victim/survivors will be supported for an average period of 6 months, based on individual need. Victim/survivors engaged with the criminal courts and/or family courts will be supported for longer and level of support will vary throughout this process.

Ethnically Minoritised Women's Domestic Abuse Advocacy and Support service

The council is seeking to commission a specialist by and for support service for ethnically minoritised women aged over 16 experiencing gender-based abuse including but not limited to domestic abuse. This service will work across all risk levels and support delivered may include but not be limited to: IDVA for victim/survivors at medium to high risk Floating support for victim/survivors at standard risk The service will be delivered in the London Borough of Haringey, and each IDVA/caseworker will hold a case load of 15-20 per quarter, or 60-80 per year as per the SaveLives recommendation. The service will be required, at minimum, to provide specialist casework for 180 victim/survivors per annum. LGBTQ+ Independent Domestic Violence and Advocacy (IDVA) service

The council is seeking to commission a specialist by and for Independent Domestic Violence and Advocacy service for LGBTQ+ residents of all genders experiencing gender-based abuse including but not limited to domestic abuse, aged over 16. This service will work across all risk levels and support delivered may include but not be limited to: IDVA for victim/survivors at medium to high risk Floating support for victim/survivors at standard risk The service will be delivered in the London Borough of Haringey and will hold a case load of 15-20 per quarter, or 60-80 per year as per the SaveLives recommendation. Victim/survivors will be supported for an average period of 6 months, based on individual need. Victim/survivors engaged with the criminal courts and/or family courts will be supported for longer and level of support will vary throughout this process.

Generalist Refuge Accommodation

The council is seeking to commission approximately 10 units of accommodation and support services for women and their children fleeing domestic abuse and other forms of VAWG. This service will work across all risk levels and support delivered may include but not be limited to: Casework for women living in refuge Resettlement support The service will be delivered in the London Borough of Haringey, with casework and support available to each victim/survivor, and an out of hours number. This service will provide service users with accommodation and support for up to six months and up to a further six months of resettlement support. Providers delivering refuge accommodation who are be reliant on claiming housing benefit (HB) for their accommodation sites will need to consider the status of their company registration and how this will impact their eligibility to claim HB. It should be noted, HB will only be paid to the following: Registered Social Landlord, charity, or Community Interest Company.

Domestic and Gender-Based Abuse Prevention and Support for Children and Young People

The council is seeking to commission a schools and community-based education and intervention service for children and young people of all genders who are experiencing, or at risk of, gender-based abuse. This service will educate children and young people about healthy relationships, encourage healthy attitudes in relation to gender, and support the prevention of domestic, and gender-based, abuse in Haringey. This will be achieved through a range of different activities including but not limited to: 1:1 support for young people of all genders aged 11 - 20 such as through a Child IDVA (CIDVA) Small targeted group work including programme(s) for young men and boys Classroom, evidence based, and age/development-appropriate education programmes for primary and secondary aged children. Specialist domestic abuse-related advice to inform the planning, design and delivery of the Relationship and Sex Education (RSE) agenda/curriculum in schools Training and support for teachers and parents The service will be required, at minimum, to provide specialist casework for 60 young people per annum.
