## Summary

The public procurement process initiated by Nottinghamshire County Council focuses on contracting residential care services for children with multiple needs, taking place in council-owned properties. This award phase, part of a larger procurement process titled "Residential Care delivered in a Council owned property for children with multiple presenting needs (Phase 2a)," saw its completion on 11 December 2025. The procurement falls under the services category with an open procedure approach and is governed by legislation under the UKPGA scheme 2023/54. The award in question features a significant budget allocation of £38.4 million gross, covering care services to be delivered in Nottinghamshire, specifically regions UKF15 and UKF16, within the United Kingdom. The initial contract is set to commence on 19 January 2026, concluding on 31 December 2029, with potential extensions leading to a maximum term until 31 March 2035.

This tender presents substantial opportunities for business growth, particularly for companies specialising in social care and residential health services. Due to its substantial budget and long-term potential, it attracts both large companies and small and medium-sized enterprises (SMEs). The project calls for providers with capabilities to handle diverse, complex needs, aligning with the council's commitment to tailored care solutions. Businesses with experience in social work services, especially those accommodating vulnerable children, are well-positioned to bid, as the procurement process supports participation from SMEs and voluntary community sector enterprises. Successful providers will benefit from government-backed lease arrangements, thus enhancing opportunities for contractual stability and expansion in the social care sector.

## Notice

Nottinghamshire County Council is seeking an experienced Provider who can deliver care and support for those children presenting with multiple needs for whom we find difficult to find suitable homes for. The cohorts of children the Council envisage being referred into this service are as described in Section 1 of the Specification. The Provider will have access to a property owned by the Council to deliver care from. This is a property secured with DfE Capital grant funding and will be offered to the Provider under a lease arrangement. Once the first property is registered and delivering care, a second Council owned property will be offered to the Provider from which to deliver care. It is expected that a refurbishment of this second property will begin after the first property is completed and delivering care and is anticipated to take place during Year 1 of the contract.

### Lot Information

Lot 1

Options: The Council may offer other properties during the term of the contract to a maximum of 6 (including the 2 referenced in the specification). Any additional properties available from Year 2 onwards will be subject to Council funding and the performance of this contract. Further details can be found in Section 2 of the Specification.

Renewal: The contract will commence on 1 January 2026 for an initial 4-year period, with a subsequent extension period of a further 4 years. The maximum contract term after all extension periods will be 8 years, plus 3 months to 31 March 2035. Reviewing whether to continue with these services is at the sole discretion of the Council. The Council will, under its duty to obtain best value, consider a range of factors when deciding whether to continue a contractual arrangement.
